PUNJAB CM WRITES TO MHA, MEA TO TAKE UP WITH CANADA ISSUE OF EXTRADITION OF 10 POs IN DRUGS CASES

Punjab Chief Minister Captain Amarinder Singh has written to the Government of India, urging it to take up the issue of extradition of 10 NRI Proclaimed Offenders in various drugs cases with the authorities in Canada, where they have taken refuge.

In separate letters to Union Home Minister Rajnath Singh and External Affairs Minister Sushma Swaraj, the Chief Minister has said the extradition process had been pending in these cases for the past 3-4 years, thus scuttling the state government’s efforts to bring the accused to justice. The Congress government in Punjab had already scaled up its efforts for their extradition from Canada, as part of its war on drugs, but was obstructed as these cases were still pending at various levels, he said.

According to an official spokesperson, the government had decided to aggressively pursue the extradition of these suspects as their custodial interrogation was vital to establish the entire chain of the drugs network in Punjab and to expose those allegedly patronizing the trade.

Listing out details of these cases, the Chief Minister said Sarabjit Singh Sandhar @ Nik S/o Late Ajaib Singh R/o Village Balioun PS Samrala, now living in Vancouver, had been declared a PO on October 19, 2013. His extradition request had been sent to the Canadian authorities through proper channels and was thereafter prepared afresh as per guidelines shared by them. The revised request has been sent to MHA, which forwarded the same to MEA on July 20, 2017.

The same is the status in another similar case, involving Ranjit Singh Aujla son of Sh. Mr. Sarwan Singh Aujla, resident of Village Muthada Kalan, Police Station Philaur, District Jalandhar, where the extradition request is pending since July 25, 2017. He was declared PO on August 31, 2013.

In the case of Nirankar Singh Dhillon S/o Jagdish Singh R/o Village Apra Mandi PS Phillaur Distt. Jalandhar, who was declared PO on October 19, 2013 and is currently reported to be living in Lietkencher Circle Brampton, Canada, the extradition request is pending since September 19, 2017, said the Chief Minister, citing police data.

The extradition request for Gursewak Singh Dhillon S/o Kulwant Singh R/o Leela Megh Singh PS Sadar Jagraon, living in Surrey and declared PO on April 1, 2014, was sent to MEA by MHA on July 20, 2017, but there has been no movement since then. The case of Gursewak Singh Dhillon S/o Kulwant Singh R/o Leela Megh Singh is also registered at PS Sadar Jagraon and is pending extradition.

Declared PO on August 31, 2013, Amarjit Singh Kooner S/o Saroop Singh R/o Village Mehmadpur PS Adampur Distt. Jalandhar, is living in Vancouver, while Lamer Singh Daleh S/o Balihar Singh Daleh R/o Village Mehsampur PS Phillaur Distt. Jalandhar continues to live in British Columbia, as their extradition pleas continue to hang fire.

Other similar pending extradition cases relate to Pardeep Singh Dhaliwal S/o Bagga Singh R/o Leela Megh Singh PS Sadar Jagraon, Amarinder Singh Chheena @ Laddi S/o Kuldeep Singh Chheena R/o Village Jhanjoti PS Rajasansi Distt. Amritsar, and Parminder Singh Deo @ Pindi Uncle S/o Pritam Singh R/o Village Kharoudi PS Mahalpur Distt. Hoshiarpur.

The last request relates to Ranjit Kaur Kahlon W/o Anoop Singh Kahlon @ Ruby Kahlon R/o Village JhanduSingha PS Maksudan Distt. Jalandhar Now R/o # 7 Shivalik Vihar Zirakpur, in whose name her husband purchased various properties, in Jalandhar and Zirakpur, with proceeds of drug money, and against whom also an extradition plea is pending.
