HARYANA CABINET DECISIONS: NEW RAIL PROJECT PALWAL TO SONIPAT APPROVED AT COST OF 5,566 CRORE

Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal for the implementation of a new rail project to connect Palwal to Sonipat at a cost of Rs 5,566 crore under the Haryana Orbital Rail Corridor Project.

The Cabinet also approved debt share of Rs 3,340 crore including Rs 2,800 crore as EAP loan from Asian Infrastructure Investment Bank (AIIB). It also authorised Chief Minister to approve any changes or modifications, which arise during consultation with Haryana Rail Infrastructure Development Corporation Ltd. (HRIDC)/Government of India or for removing difficulties and bottlenecks in the implementation of Haryana Orbital Rail Corridor Project.

Considering the upfront revenue of Rs 795 crore from Transit Oriented Development (TOD) during construction, the net cost is estimated at Rs 4,771 crore. Out of this, 70 per cent is debt that is Rs 3,340 crore and 30 per cent is equity that is Rs 1,431 crore. Out of this total equity, the equity share of HRIDC will be Rs 644 crore, Rs 215 crore of HSIIDC, Rs 71.5 crore of GMDA and Rs 500.5 crore of private sectors including Maruti Suzuki India Ltd., All Cargo and JM Baxi Group.

Out of the equity of HRIDC, Rs 315.56 crore of the equity will be provided by Indian Railways and Rs 328.44 crore of the equity by the state government.

          The Haryana Orbital Rail Corridor Project from Palwal to Sonipat is being implemented by HRIDC, a joint venture of Ministry of Railways and the state government. The total route length of the project is 121.742 kms and total project cost including land acquisition and interest during construction is Rs 5,566 crore. It will have 17 stations including 14 new stations and three existing stations, 23 major waterway bridges, 195 minor waterway bridges and three rail flyovers. Apart from this, it will have  two road over bridge and 153 road under bridge.

          The rail corridor will enable running of passenger trains on this route, which will directly connect region of Gurugram with capital of State that is Chandigarh, bypassing Delhi, leading to reduced travel time. Also, it will enable running trains like Shatabdi Superfast Express on this route bypassing Delhi so as to provide fast, reliable, safe and comfortable journey to the people of the State. Besides, the project will facilitate running of trains from Gurugram or Faridabad to various parts of the State.

          The project will also facilitate the diversion of goods traffic not meant for Delhi and will help in developing multimodal hubs in NCR region of Haryana. It will open up unserved areas of the State, thereby enhancing economic and social activity of the State.

          The project has buoyant traffic, revenues and high operating margin and it is ideally suited for commercial financing models. The project has witnessed solid interest amongst key government stakeholders and major industries in the project influence zone. HSIIDC, the Industrial Development Corporation and Gurugram Metropolitan Development Authority (GMDA), the local administrative body of Gurugram, have confirmed their interest to participate in the Haryana Orbital Rail Corridor Project as equity shareholders. Private parties like Maruti Suzuki, All Cargo Logistics and JM Baxi Group have expressed their interest in the project with equity contribution.

The monsoon session of the Haryana assembly will commence on August 2, 2019 Agriculture and Farmers’ Welfare Minister, Mr. O.P. Dhankar gave this information to media persons after the Cabinet meeting.

APPROVED THE PROPOSAL TO CREATE A NEW POST OF ENGINEER-IN-CHIEF (EIC), BUILDINGS.

Haryana Cabinet approved the proposal to create a new post of Engineer-in-Chief (EIC), Buildings.He will look after the works relating to buildings as well as Coordination and Court cases pertaining to Buildings. The Cabinet also decided that the existing post of Engineer-in-Chief, Public Works (Buildings and Roads) Department will be re-designated as Engineer-in-Chief, Roads who will look after the work of Roads and Bridges and Court cases relating to these two subjects and all the residual issues or works of the department.

It has also been decided that Chief Minister will be authorised to allot the Establishment Work to any one of the two Engineer-in-Chief at any point of time and make him the Head of Department.

SPORTS UNIVERSITY OF HARYANA BILL FOR THE ESTABLISHMENT OF SPORTS UNIVERSITY  APPROVED

Cabinet approved the proposal of the Sports and Youth Affairs Department to enact Sports University of Haryana Bill for the establishment of Sports University in the state.

The Sports University of Haryana will be the first full-fledged sports university of international standards in the State. A void exists in the sports environment in various areas, such as, sports science, sports technology, sports management, high performance training. Therefore, it has been decided to establish the Sports University of Haryana, which is expected to fill this void with its exclusive focus on promotion of sports education in the areas of sports sciences sports technology, sports management, and research and training in various areas related to sports.

The focus of the University will be on multi-disciplinary studies with stress on applicability based on the latest researches in sports sciences, sports medicine and sports technology. The University is also empowered to establish Outlying Campuses. Apart from academic programmes and research, the University and its Outlying Campuses will also impart training to elite athletes, sports officials, referees and umpires and evolve as centre of excellence in various disciplines of sports.

APPROVED AMENDMENT IN HARYANA MUNICIPAL ACT, 1973.

Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved amendment in Haryana Municipal Act, 1973.

As per the amendment, the election of President in Municipal Councils and Municipal Committees will now be held directly by the eligible voters under the supervision and control of State Election Commission on the pattern of election of Mayors of Municipal Corporations. The provision has also been made in the Act that members of the House of the People and Legislative Assembly of a State will not have right to vote for the election and no confidence motion of the Vice President similar to the Corporation.

 Similarly, provision has been made to ensure atleast one session of Municipality of atleast three days once in every six months in addition to the existing provisions of monthly meetings as mentioned in section 25 of the Municipal Act. The Cabinet also approved section 52 of the Haryana Municipal Corporation Act, 1994, for the same purpose. 

LAND TRANSFER:

Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of Agriculture and Farmers’ Welfare Department regarding transfer of land measuring 10 acres 2 kanal and 2 marla belonging to Haryana Agro Industries Corporation, Agro R and D Centre, Murthal to Maharana Pratap Horticulture University, Karnal at collector rate and existing assets at book value of Rs 2.90 crore for research and development in horticulture.

Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in the proviso to section 4(4) of the Haryana Municipal Corporation Act,1994 by way of an Ordinance for conducting the elections of newly constituted Municipal Corporations within five years from the date of their constitution. 

Haryana Government has decided to provide Job of Constable to Mr Vikas son of ESI Dharambir by giving relaxation in Haryana Compassionate Assistance to the Dependents of the Deceased Government Employees (Amendment) Rules, 2014.

ESI Dharambir sustained bullet injuries in his head in the line of duty and he is still unconscious and in critical condition. A huge amount of about Rs 20 lakh has already been spent on his treatment but he is critical and there is little hope of his survival. Although, an amount to the tune of Rs 5 lakh has been sanctioned for his treatment from Haryana Police Welfare Fund and other amount under medical reimbursement, the financial condition of the family is not sound enough to meet the treatment expenses of ESI Dharambir.

On September 8, 2017, a police Escort Party consisting of ESI Dharambir and seven other police officials  were deployed for producing the accused before court of Sub-Divisional Judicial Magistrate (SDJM), Mohindergarh (Narnaul). The accused tried to escape from the police custody and they succeeded despite best efforts of the police escort party. Meanwhile, five criminals came with arms and started indiscriminate firing on the police party and took away accused from the police custody. In this attack, ESI Dharambir and two other police officials sustained bullet injuries. ESI got bullet injuries in his head and he is still unconscious and in critical condition.

*Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in the Haryana Civil Service (Executive Branch) Rules, 2008 in order to bring more similarity and uniformity with the pattern being adopted by Union Public Service Commission (UPSC). These Rules will be called the Haryana Civil Service (Executive Branch) (Second Amendment) Rules, 2019.

Now after the amendment, there will be 4 papers (3 compulsory and 1 optional) in the main written examination for the post of HCS (Executive Branch) and Allied Services. However, the list of 23 optional subjects and syllabus for compulsory and optional papers already notified by the State Government will remain unchanged. At present, the main written examination of HCS and Allied Services consist of 5 papers namely one paper for English, one for Hindi, one for General Studies and one paper each for two optional subjects to be chosen from the list of 23 optional subjects.

After this amendment, the main written examination comprising 4 papers will carry total 600 marks. While Paper I of  English (including English essay) and  Paper II Hindi (including Hindi Essay) (in Devnagri Script) will be of 100 marks each, Paper III of General Studies and Paper IV in one subject to be selected from the list of 23 optional subjects will carry 200 marks each respectively.

The question papers for the examination will be of conventional (essay) type and each paper will be of three hour’s duration. Candidates will have the option to answer all the question papers, except the language or literature papers, in English or Hindi.

*Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the draft of Haryana Law and Legislative Department (Group A) Service Rules, 2019As per the Rules, no person will be appointed to any post in the service by direct recruitment who is less than 21 years or more than 42 years of age on the last date of submission of application to the Commission.

Recruitment to the service will be made in the case of Deputy Legal Remembrancer and Deputy Secretary by promotion from amongst Assistant Legal Remembrancer or by transfer or deputation of an officer already in the service of any state government or the Government of India.

Similarly, recruitment to the service will be made in the case of Legislative Officer (Hindi) and Deputy Secretary by promotion from amongst Deputy Legislative Officer (Hindi) or by transfer or deputation of an officer already in the service of any state government or the Government of India.

In case of Under Secretary (General), recruitment to the service will be made by promotion from amongst Superintendent (General)/Private Secretary or by transfer or deputation of an officer already in the service of any state government or the Government of India.

In case of Deputy Legislative Officer (Hindi), recruitment to the service will be made by promotion from amongst Codification and Publication Officer (Hindi) or Assistant Legislative Officer (Hindi) or by direct recruitment or by transfer or deputation of an officer already in the service of any state government or the Government of India.

In the case of Assistant Legal Remembrancer, recruitment to the service will be made by promotion from amongst Codification and Publication Officer (English) or Superintendent (Legal) or by direct recruitment or by transfer or deputation of an officer already in the service of any state government or the Government of India.
