DELHI POLICE ARRESTED TWO KEY PLAYERS OF INTERNATIONAL DRUG CARTEL, 14 KG HEROIN RECOVERED

A team of Special Cell/NorthernRange, led by Inspr.Puran Pant under the supervision of Sh.Nishant Gupta, ACPhas busted an International drug cartel by arresting its two key members namely Sanjeet Kumar Singh R/o Varanasi, U.P, age-34 yrs and)Pardeep KumarYadav r/o Gazipur, U.P, age-24 yrs.Bothwere receivers of illegal consignment of drugs from North-Eastern states.14kg.of high grade heroin worth more than Rs. 50crores in the Internationalmarket have been recovered from their possession.

EMERGENCE OF NOVICE DRUG SMUGGLING ROUTE

The establishedtraditional routes of drug trafficking in India are, firstly through “Golden Crescent” involving smuggling from Afghanistan via Pakistan into India and secondly through infamous “Golden Triangle” involving smugglingfrom Thailand, Laos and Myanmar into porous land borders of IndianNorth-Eastern states.

The recent trade abrogation policy with Pakistan anddecline in the production and sale of illegal opium in India, due to stringent government policies and action by Law Enforcement Agencies, both collectivelyhavealmost ceased easy pumping of illegal drugs into Indian Territory. This has aggravated the panic mode for international drug cartels operative in India andits neighboring countries. The growing demand of illicit drug trade in India isnow solely dependent on the newly emerged smuggling route, involving neighboring countries Nepal, Bangladesh & Myanmar. Now this new route has emerged as a major source of supply of Heroin for International drug cartels operative in Indian sub-continent.

These international drug cartels are exploiting the topographic advantage of porousland borders with Indian Territory. It has been learnt that bulk consignments of illegal drugs including Opium, Heroin, Methamphetamine and many more from Nepal, Bangladesh and Myanmar (mainly Bhamo, Lashio and Mandalay areas) are rapidly pumped into North-East Indian border states like Arunachal Pradesh, Manipur, Mizoram and Nagaland, through their respective common porous land borders. These drugs are then trans-located through Siliguri and Malda to other parts of the country, including mainly U.P West, Delhi/ NCR, M.P, Rajasthan and Punjab.

The rapid infusion of illegal drugs into India is evident from the data maintainedby the Narcotics Control Bureau of Nepal, which shows that the cases of drugtrafficking have rapidly increased in 2018-19 in comparison to previous years. Nepal's only international airport,Tribhuvan International Airport, and the open border points with neighboring India arebeing extensively exploited for drug trafficking. Also, the International drugs mugglers from Latin American countries have been using Nepal as a transitcountry for smuggling drugs into India.

INFORMATION: Mr. Sanjeev Kumar Yadav, DCP, Special Cell, Delhi, said, Northern Range of Special Cell in its continuous crusade against drug suppliers hasbusted several national/international drug cartels in the past and also recovered huge heaps of high end drugs from them. Recently, the sleuths receiveda secret informationthat kingpin ofone infamous international drug cartel namely Sanjeetof Varanasi,U.P, used to procure contraband drugs from one lady (called Didi and suspectedly a native of Nepal) of Manipur and transportsit to West-Bengal, Delhi-NCRand U.P, throughhis carriers. This information was further developed by SI BijenderSingh, SI Raj Singh,ASIPawan& ASI Guru Prasad with the help of other teammembers through human Intelligence& technical analysis. After 2-3 months ofpainstaking efforts, two of the key members of this cartel namely Sanjeet and Pardeepwereidentified.

OPERATION : A specific information was received that two key members of aninternational drug cartel namely,Sanjeet and Pardeep, both residents of U.P, havepicked up a huge consignmentof heroin from one Didi of Siliguri, West-Bengaland they would cometo Sector-24, Rohini to supply the same to their Delhi based contact Accordingly, a raiding party wasconstituted, briefed and a trap was laiddown at the place of information. Atabout 07.00 AM, two persons carrying Pitthu bag in their hands got down from ane-Rickshaw near the spot and started waiting for someone. Both the persons were correctly identified by the informer as Sanjeet and Pardeepand were easily apprehended by the raiding team members. Duly complying with the legal formalities, their Pitthubagswere searched from which two parcels, each having 7 Kg.of fine quality heroin, were recovered. In total, 14 Kg. of fine quality heroin was recoveredfrom the duo. A case inthis regard has been registered vide FIR No.210/2019 dated 19.11.2019 u/s 21/29NDPS Act at PS Special Cell, Delhi.

The spot interrogation of Sanjeet and Pradeep Yadav disclosed that one Didi of Manipur (real name not known) is a notorious drug dealer. She procures Heroin from Nepal, Myanmar and Bangladesh and delivers the same to her contacts at Siliguri, West-Bengal in a safe manner.

Sanjeet Kumar Singh r/o Shivdaspur, Varanasi, UP, age-34 yrs. He is an Arts graduate and belongs to a middle class family. He is a property dealer by profession. In the meantime, one Manish of Banaras, a drug addict & small scale drug peddler, came into his contact. Gradually both became close to each other and Manish advised him to join the trade of drugs to make easy bucks in one go to meet his financial needs. He agreed for the same and Manish introduced him to one Didi of Manipur,a notorious drug dealer. Initially, he started dealing in small consignments ofHeroin in the year 2012 and supplied the same to scattered drug dealers inBanaras and surrounding areas. Later, he found this trade highly lucrative andcreated his own drug cartel for supplying drug consignments in West-Bengal, U.P, Rajasthan, Punjab & Delhi/NCR. He used to procure Heroin in bulk quantityfromDidi and supply the same to his sources/contacts through carriers andother members of his drug cartel. 

Pradeep Kumar Yadav r/o Vill- Saklenabad, Mohammadpur, P.O- Gazipur, U.P, age-24 yrs. He studied up to 9th standard.. He is a school dropout as he failed in 10th standard. Initially, he started working as helper at shops but that did not meet the financial ends of his family. He kept on searching for better prospects at any cost. Nine months back, he came in contact of Sanjeet through one Raju, a smack addict and pettysupplier of Banaras. He was lured by Sanjeet to join his drug smuggling businessand deliver his Heroin consignments to his contacts in West-Bengal and otherparts of country against lucrative payments per consignment. He joined him andinitially delivered Heroin parcels in-and-around Banaras, U.P. Within no time hewon Sanjeet’strust and then he started accompanying him to receive Heroin consignments from his prime source i.e. Didi at Siliguri, West-Bengal. Further investigation is in progress.
