Chandigarh (Subhash Jindal)

Mr. H.C.Arora, Advocate of Punjab and Haryana Highcourt in commission to  Chief Secretary, Haryana and Advisor, UT Chandigarh Administration, demanding ban on screening of movie “shooter”, being released on 21.2.2020  in Haryana and Chandigarh.

Mr. Arora said, trailer of coming movie ‘shooter’ is viral on social media. It is a film on the life of Sukha Kahlva, a prominent gangster of Punjab. He was gunned down by at least 14 assailants, who even filmed the act and danced around the body in front of the policemen at Phagwara on January 22, 2015, when a team of six cops were taking him back to the Nabha jail, in a jeep after a hearing in Jalandhar. He had almost 40 cases against him in Punjab, Haryana, West Bengal and Rajasthan for crimes ranging from contract killing to robbery. He was lodged in the Nabha jail, but escaped with the help of his accomplices in June 2012 while being taken to a court for hearing. The trailer is full of violence. It glorifies violence and weapons.

The then DGP, Punjab, Shri Suresh Arora, before his retirement had issued a public statement to the effect that there are a large number of gangsters in Punjab. As per news reports, many such gangsters are even now operating from Jails. Punjabi singers, who had been playing a notorious role in playing songs, which glorify violence, are already in dock, in view of judgment of Hon’ble High Court rendered in CWP No. 6213 of 2016 (Reet Mohinder Singh Vs. State of Punjab and others) decided on 22.7.2019, which mandates all SSPs/District Magistrates to ensure that no songs are played in public, which glorify liquor/wine or violence.

The coming movie on life of shooter-cum-gangster “Sukha Kahlva” will only motivate and inspire the unemployed youth of Haryana to imbibe the life style of gangsters. Film Censor Board no doubt, clears a new movie after considering its effect on diverse sections of the society. It however, cannot take into consideration the environment of law and order prevailing in an individual State, like Punjab,Haryana/UT Chandigarh administration, which is already facing jail-breaks by gangsters, and witnessing war between gangsters, who openly, and even on social media, issues threats to each other, with Police remaining a mere spectator. This aspect of the matter is required to be examined very seriously by the Hone Department of the Punjab, Haryana and UT Chandigarh administration .

Punjab Government had already  issued an order placing a ban on release of this movie in Punjab. The example of Punjab deserves to be followed by Haryana and Chandigarh also.
