STATE ELECTION COMMISSION ISSUED PROGRAMME OF MUNICIPAL CORPORATION AND BYE ELECTIONS OF CIVIC BODIES

In view of the upcoming General Elections of Municipal Corporation, Municipal Council and by-election of Municipal Committees, Haryana State Election Commission has issued a programme for the distribution and updation of electors of the respective area of the Assembly Constituencies alongwith into the booths and wards of the municipalities published by Election Commission of India as on September 25, 2020.

Sharing more details, State Election Commissioner, Haryana, Mr. Dr. Dalip Singh said that the General Elections of Municipal Corporation, Ambala, Panchkula and Sonipat, Municipal Council, Rewari and Municipal Committee, Bass, Sisai and Uklana (Hisar), Dharuhera (Rewari), Sampla (Rohtak), Ismailabad (Kurukshetra), Sadhaura (Yamuna Nagar) are to be conducted in near future.

Besides this, bye-elections of one ward of Municipal Council, Fatehabad i.e. Ward Number-14 and nine wards of Municipal Committees i.e. Ward Number-9 Safidon (Jind), Ward Number-7 Indri (Karnal), Ward Number- 3, 4,7, 8 and 9 Ateli Mandi (Mahendergarh), Ward Number-12, Rajound (Kaithal), Ward Number-13 Bhuna (Fatehabad), are also to be conducted.

He shared that the distribution of electors of the respective area of the Legislative Assembly constituency with reference to January 1, 2020 as qualifying date, into the booths of the wards of the above said Corporations or municipalities will be done from October 12 to 26, 2020. Besides this, publication of draft electoral rolls of all the wards of these municipalities for inviting claims and objections will be done on October 27, 2020. The last date by which claims and objections shall be presented to the Revising Authority is November 3, 2020, upto 3 pm (except October 31, 2020 and November 1, 2020 being gazetted holiday). The last date by which the claims and objections shall be disposed of by the Revising Authority is November 11, 2020, shared Dr. Singh.

He further shared that last date for filing appeals with the Deputy Commissioner against the orders of Revising Authority November 16, 2020. He informed that last date for disposal of appeals by the Deputy Commissioner is November 19, 2020 and final publication of ward wise Electoral Rolls will be done on November 27, 2020.

Dr. Singh further added that earlier the electoral rolls of the Municipalities were being prepared on the basis of the electoral rolls of the respective Legislative Assembly Constituencies and new voters were also being included in these rolls.

As per amendment, now only the existing electors of the respective area of the Assembly Constituencies shall be distributed into the wards of the municipalities and no new elector shall be added in the electoral rolls of the municipalities. So, if any person intends to get his name included in the electoral rolls of concerned municipality, he shall have to first get his name included in the electoral rolls of respective Assembly Constituency; otherwise his name shall not be included in the electoral rolls of municipality, directly.

Dr. Singh added that any person whose name is not included in the finally published ward wise electoral rolls of these municipalities, may apply to the Deputy Commissioner for addition, deletion and correction of his name. But, any addition, deletion and correction in any name can only be made, if the name of the claimant exists in the relevant part of Assembly Electoral Rolls till the first day of filing nomination papers.

Dr. Singh finally appealed to all the electors of the urban areas to go through the website of this Commission i.e. www.secharyana.gov.in and acquaint themselves with the amended rules of the Haryana Municipal Corporation Election Rules, 1994 and Haryana Municipal Election Rules, 1978.
