EOW ARRESTED TWO OF AEROCITY DWARKA MULTI STATE CGHS SOCIETY CHEATING OF INNOCENT HOME BUYERS

MORE THAN 250 GULLIBLE INVESTORS HAVE BEEN CHEATED TO THE TUNE OF MORE THAN RS. 29 CRORES. , ACCUSEDPERSONS USED TO INDUCE AND MISREPRESENT THE PUBLIC THAT THEIR UPCOMING PROJECTIS DULY LICENSED FROM DDA.,· AMOUNT OF ONLY RS. 6.75 CRORES WAS UTILIZED FOR THE PURCHASEOF LAND., REMAINING AMOUNT OF RS. 22.25 CRORES   WAS MISAPPROPRIATED AND SIPHONED OFF TO VARIOUS OTHER ENTITIES.

Various attractive schemes were beingfloated in the market by different Societies/Builders in the name of DDA’s Land Pooling Policy demanding registration fee/initial payment booking of property/flats.However, DDA has not issued any license or authorized any Developer/Builder/Society/Companyto undertake the process of development in the sectors under land poolingpolicy. Further, DDA shall be able to issue such provisional/final development licenses once the sector is qualified for development.

As per the notified policy,in order to make the sector eligible for development, a minimum of 70%contiguous land of the developable area within the sector - free ofencumbrances is to be pooled. As per the investigation and the contentsavailable on the alleged website it has come out that the name of land poolingpolicy of DDA has been used to give an impression and spread a message in themasses that the projects are duly authorized by the competent authority. Inthis way, the facts have been misrepresented and the material information withregard to the DDA’s approval pertaining to the proposed projects has beensuppressed in order to induce the public at large. 

Dr.O.P. Mishra, IPS, Joint Commissioner of Police, EOW, said, the investigation has revealed that Delhi Development Authority (DDA) envisaged a policy in the name of Land Pooling Policy for ensuring availability of sufficient houses under planned developmentof Delhi and in anticipation of this scheme, various Builders and Promotersgrabbed it as an opportunity to exploit the situation by showing rosy pictures toinnocent flat buyers and raised huge amounts from them for advance bookings inthe name of registration/allotment etc.

On the basis of the meticulous investigation by EOW, it revealed that the accused RatanSingh Negi and another lady accused, who were absconding after dismissal oftheir anticipatory bails, are visiting Delhi. The information was developed and both theaccused were apprehended. Further, investigation regarding the roles of other conspiratorsand associated persons is in progress.

As per the report procured from DDA, it has not issued anylicense or approval to any of these Societies and no one is authorized to advertize/Market/book/sell/invitepersons to purchase any plot/flat in any project under the land pooling areawithout any prior registration of the project under RERA.

Amount of more than Rs. 29 crores was collected by the Society from approx. 250 gullible investors and only Rs. 6.75crores out of it was utilized for purchase of the dedicated land for theproject in question and the remaining amount of Rs. 22.25 crores (approx) wasmisappropriated and siphoned off to various other entities.

Mishra further said, a team consistingof S.I. Virender, HC Pradeep, W/HC Sheela and Ct. Bir Singh under thesupervision of ACP Anil Samota and under overall supervision of Sh. K. Ramesh,Addl.DCP/EOW was constituted to identify and trace the accused persons.

MODUSOPERANDI : Grabbing the DDA’s newly launched Land Pooling Policy asan opportunity in view of heavy housing requirement in Delhi.

ii) Inducement to the public through misrepresentation of thefacts pertaining to this policy and offering affordable housing at prime locationsto the persons in dire need.

iii) Using Aggressive Marketing through mass messages,fictitious portals, electronics advertisements on e-Media, circulation ofpamphlets etc. with regard to the Society Projects and collecting investmentsfrom the public at large in the form of bookings.

iv) Hefty commissions to the agents bringing the bookings ofthese housing projects. 

v) Siphoning off and diverting the investments of theinvestors for personal gains.

DETAILSOF THE ACCUSED: Ratan Singh Negi S/o Sh. Vijay Singh, R/o Flat No. B-10, 2nd Floor, Front Side, Greenfield Colony, Faridabad, Haryana, age 39 years.

PROFILE:  Ratan Singh Negi and the lady accused are the office bearers of M/s Aerocity Dwarka Multi State CGHS Limited Society. The lady office bearer is also authorizedsignatory in the bank accounts of M/s Aerocity Dwarka Multi State CGHS LimitedSociety. Previously, before joining this Society, both were employed with anotherReal Estate company in managerial capacity.  Further Investigation is in progress.
