RESIDENTS CLAIMING STAKE IN ADMINISTRATIVE STRUCTURE OF UT

Union Territory, Chandigarh came into existence on 1.11.1966. To run the new Administration in the year 1966, the services of the officials as well officers in almost every Department were hired from the States of Punjab & Haryana proportionately. This was only a temporary arrangement to which both the States claimed as right now.

With the passage of time, some of the posts in the Union Territory Chandigarh are now held by U.T. Officers. The posts are like Chief Engineer, Superintending Engineer, Executive Engineer, Chief Architect, Architects, Medical Officers, Director Medical College and others.

We have also seen the promotion and posting of Chandigarh Police Officers to the posts of SP and DSPs which were earlier held by deputationists from the States of Punjab and Haryana. But these days it has been noticed that in the administrative structure of U.T. Chandigarh still has a large number of posts held by deputationists from the States of Punjab and Haryana on the basis of 60:40 ratio convention though there is no formal administrative directions for doing so.

Nowadays there is no provision for induction/promotion of U.T. Chandigarh Cadre Officers to the State Civil Services or DANICS. Now after more than 50 years of being a UT when its own officers are fairly trained and have proved their mettle in the field of education, Medical, Engineering and any other posts assigned to them. Therefore, for an overall development of Chandigarh and its officers modalities may be worked out like other UTs for induction of Chandigarh officers to higher administrative levels and serve the city beautifully with requisite accountability.

The officers like PCS, HCS etc. from the States of Punjab and Haryana come to U.T. Chandigarh for a period of 3 years normally. During their working in U.T. Chandigarh these officers are not accountable for any act done during their tenure in Chandigarh as these officers are controlled by their States for punishment rules. Even the Ministry of Home Affairs, Govt of India has no control for State Cadre Officers posted in U.T. Chandigarh on deputation. These officers remain loyal to their masters in their states and are not accountable to administration or Central Govt as at the most they can be sent back to their states.To usher in accountability the induction of local officers at higher levels of state services is required.

Now Chandigarh has completed 70 years of its existence and more than 50 years of UT Status, it is the right time to think further for the betterment of the city and its residents. It is observed that U.T. Chandigarh officers have very limited scope of further promotions unlike their counterparts in the neighboring States as well as other Union Territories, who can be inducted to State Civil Services/ DANICS.

As such in the larger welfare of this UT Chandīgarh Service Rules may be framed with Suitable amendment to DANICS Rules 2003. Till the approval of competent authority, the charge of some posts held by State Services Officers may also be given to senior staff officers of U.T. Chandigarh Administration. Once the promotional avenues are thrown open the U.T. staff officers will get a boost to their morals and they will certainly perform better.

There are about 16 HCS/PCS officers presently working on deputation from the States of Haryana and Punjab. Chandigarh Administration may consider giving charge of at least 5/6 posts held by PCS/HCS officers to its own senior and experienced UT Chandigarh officers. Also, in the meantime administration may move Central Govt to take up for policy matter to allow induction of Chandigarh UT cadre to DANICS. This will definitely yield good results and also reduce the dependence on deputationists. (RK Garg is an RTI Activist)
