BIJENDER KUMAR, STOREKEEPER OF AIIMS AND NAVEEN KUMAR, PROGRAMME ASSISTANT (CONTRACTUAL), INVOLVED IN CHEATING, CONSPIRACY AND CAUSING LOSS OF RS. 13.80 CRORE TO THE GOVERNMENT EXCHEQUER, ARRESTED BY EOW IN CASE FIR NO. 139/21, U/S 409/420/467/468/471/120-B IPC, P.S.-EOW.

Delhi Police EOW  reportedly arrested two more accused involved in Scam of Rs. 13.80 Crores in All India Institute of Medical Sciences (AIIMS).

Dr. Anoop Daga, Medical Superintendent at Rajender Prasad Eye Centre, AIIMS, Delhi lodged a complaint regarding embezzlement of govt. funds to the tune of Rs. 5 Crore (raised to Rs. 13.85 Crore during the investigation) on account of purchase of linen items etc. These items were never supplied actually but payment was released to the supplier firm in the name of M/s SNEH ENTERPRISES. After preliminary enquiry a case FIR No.139/21, u/s 409/420/467/468/471/120-B IPC, PS EOW was registered and investigation taken up.

During the course of investigation it was revealed that the goods i.e. Linen items etc against which payments were released to accused firm, were never delivered to the AIIMS, Delhi. The account statement of the firm confirmed receipt of payments for items. Scrutiny of the e-way bills revealed that vehicles shown as used for delivery of those goods to AIIMS, never delivered the same at AIIMS Delhi on any of the dates mentioned on e-way bills. Scrutiny of GPS logs of the vehicles appearing on the e-way bills shows their locations out of Delhi.

Mr. R.K. Singh, IPS. Additional Commissioner of Police, EOW, said, accused Bijender Kumar is storekeeper with AIIMS. He prepared the forged purchase performa, supply order, inspection note and secured the release of payments in favour of M/s Sneh Enterprises. Accused Naveen Kumar was a contractual employee and was posted as Programme Assistant in the office of Dr. Atul Kumar, Ex Chief Dr. Rajender Prasad Eye Center, AIIMS. Indents for the goods were issued through the official ID of Naveen Kumar and same were also verified by him.All the manual and digital records maintained at AIIMS for the purpose of such supplies revealed criminal misdeeds of the accused in connivance with accused firm M/s SNEH ENTERPRISES.

MODUS OPERANDI:It was revealed during investigation that accused Bijender Kumar and Naveen Kumar both issued forged supply orders in connivance with the accused firm. In response to forged supply orders the accused firm submitted only invoices, delivery challanswithout physical delivery of the goods. The receipts of goods were not found in the other registers of General Store. Bills were raised by the accused Bijender Kumar and got approved himself. After getting these bills of ‘sham deliveries’ sanctioned, cheated amount used to be transferred to the account of firm namely M/s SNEH ENTERPRISES.

Keeping in view sensitivity of the matter concerning one of the most reputed medical institutes of the Country, a team was constituted to carry out expeditious investigation and to book the culprits. A team comprising of Insp. Dinesh Dahiya, SI Suresh Kumar D-4891, HC Lokesh No. 291/EOW under the supervision of Sh. Kapil Parashar, ACP/EOW and overall supervision of Sh. Rajeev Ranjan, DCP/EOW, mounted technical surveillance for apprehending the accused, who were found to be absconding from known addresses.

The accused persons Mr. Bijender Kumar s/o Late Sh. Budh Ram Singh r/o Gokal Puri, Delhi Age 52 yrs and Mr. Naveen Kumar s/o Late Sohanpal r/o HariChand Chowk, Manakpura, Karol Bagh, Delhi Age-33 yrs. finally apprehended on 24.11.21. Following arrest, the accused were produced before the designated Court. Further investigation of the case is in progress.
