ASSOCHAM HARYANA STATE DEVELOPMENT COUNCIL RECOMMENDATIONS TAKEN WELL INTO ACCOUNT IN STATE BUDGET 2022-23

A number of recommendations made by ASSOCHAM Haryana State Development Council on advancement of MSMEs, tourism, ease of doing business, reduction of supply chain disturbances, natural farming, employment generation, and startups have been accommodated in the State Budget 2022-23.

“Haryana industry appreciates the budget proposals and It is a matter of pride for us that most of the critical recommendations of ASSOCHAM Haryana State Development Council have been included in Haryana State Budget 2022-23,” said Vijay Sharma, Chairman, ASSOCHAM Haryana State Development Council & Director Jindal Stainless.

“Given the role of MSMEs in an economy, we had suggested to procure from small enterprises, which the Government of Haryana has incorporated in the Budget for FY 2022-23 in the form of PADMA scheme. In keeping with our recommendations to give a push to the MSME sector, for over a period of five years, an enabling MSME ecosystem shall be developed in each block around an identified product segment.

In keeping with our recommendations to give a push to the MSME sector, for over a period of five years, an enabling MSME ecosystem shall be developed in each block around an identified product segment.Similarly, the State Government has allocated Rs 310 crore for tourism and allied sectors, an increase of 55.1 per cent over the revised estimate of the current year, in keeping with our suggestions for the tourism sector ,” added Sharma.

He said that similarly in accordance with ASSOCHAM's wishlist the State Budget has promised to work on improving the ease of doing business by amending the Haryana Municipal Act, one month-refund drive, better road and rail infrastructure to reduce supply chain disturbances, and capital infrastructure investment to boost aggregate demand in the economy.

“We had proposed employment generation through job fairs. The government plans to hold 200 job fairs to facilitate the youth to access employment opportunities in the private sector,” he further said.

Sharma said that the State Government’s decision to initiate a new programme on natural farming under the existing scheme for promotion of sustainable agriculture is in sync with our recommendation to promote organic farming by the creation of specific land banks and offering special incentives on the cultivation of organic crops.

The ASSOCHAM Haryana State Development Council had also recommended strengthening of the skill development eco-system for youth along with making loan available for startups and small enterprises at lower interest rate, which the State Government has accepted and incorporated in the Budget for FY 2022-23.

“It is gladdening indeed that the Haryana Government has proposed to set up 50 STEM labs on the lines of Atal Tinkering Labs (ATL) where training will be provided on Artificial Intelligence, Augmented Reality, Block Chain Management and so on. Similarly, Driver Training Institutes will be opened in PPP mode. An interest subvention of 5 per cent will be applicable for traders on loans up to Rs 3 lakh,” summed up Vijay Sharma.
