TWO ACTIVE MEMBERS OF INTERNATIONAL NARCOTIC DRUGS SYNDICATE BUSTED , TWO AMONG NIGERIAN KING PIN ARRESTED

ARRESTED NIGERIAN IS THE KINGPIN OF THIS DRUG SYNDICATE, TOTAL 6.2 KGS HEROIN RECOVERED FROM THE ARRESTED DUO., INTERNATIONAL VALUE OF RECOVERED HEROIN IS MORE THAN RS. 40 CRORES., ARRESTED NIGERIAN NATIONAL IS PREVIOUSLY CONVICTED FOR 20 YEARS WITH FINE OF RS. 2 LAKH IN A CASE OF DRUG SUPPLYING INVESTIGATED BY NCB DELHI ZONE IN THE YEAR 2012.,  NIGERIAN NATIONAL USED TO SUPPLY DRUGS IN PUNJAB & DELHI AND ALSO IN OTHER COUNTRIES THROUGH COURIER COMPANIES.

A team of Special Cell/SR led by Insp. Ishwar Singh and supervised by ACP Attar Singh has busted an International Narcotic Drugs Syndicate by arresting its two key members namely Rakesh Kumar @ Rocky (Age 37 years) r/o, Chanakya Place, Opp. C-1, Janakpuri, New Delhi and  Obumuneme Nwachukwu (aged 47 years) S/o Casethaw Nwachukwu R/o 106 Uzor Street, Olodi Apapa Lagos (Nigeria) presently residing at RZ-A-19, Mahendra Park, Opp. C-1, Janakpuri, New Delhi.

Total 6.2 kgs heroin has been recovered from both the arrested drug suppliers i.e. 4 kgs from Rakesh @ Rocky and 2.2 kgs from Obumneme Nwachukwu. Value of the recovered heroin is more than Rs. 40 Crores in the International Market. Apart from the above recovery of heroin from the arrested persons, other incriminating material used in processing/packing of heroin have also been recovered from the rented house of Nigerian National.

INFORMATION AND OPERATION

There was an information with the Special Cell/SR that an international narcotic drugs syndicate is being run by Delhi based Nigerians in association with other members of the syndicate in the area of west Delhi. It was further revealed that the members of this syndicate used to supply the consignments of drugs in Delhi, Haryana, Punjab etc.

A team led by Insp. Ishwar Singh was deputed to develope the information. Requisite intelligence about the movements of members of this syndicate was collected. Surveillance on the activities of these drug suppliers was mounted. During this exercise, some members of the syndicate were identified.

Efforts of more than two months succeeded when a specific information was received on 12.5.2022 that Rakesh @ Rocky would arrive at Mukarba Chowk Bus Stand, G.T. Karnal Road, New Delhi during the intervening night of 12&13.05.2022 and he would go to Ludhiana (Punjab) for supplying the drugs in Punjab

A raiding party consisting of Insp Ranjeet, Insp Aditya, HC Devender, HC Ajay, HC Anil, HC Naveen and Ct. Harvinder led by Insp. Ishwar Singh and supervised by ACP Attar Singh was formed and a trap was laid near bus stop Mukarna Chowk at 9.30 PM on 12/05/2022. At around 11.40 pm, Rakesh @ Rocky with backpack bag was spotted while waiting for someone at said bus stop. He was surrounded and apprehended by the members of the team. Search of his bag led to the recovery of 4 kgs heroin. A case FIR under sections of NDPS act was registered in PS Special Cell in this regard and further investigation was taken up.

BACKGROUND AND CRIMINAL HISTORY:

Arrested Rakesh had disclosed to have received the supply of recovered heroin from Obumuneme, a Delhi based Nigerian in Chanakya Place in Uttam Nagar. He further disclosed that the said Nigerian National used to receive the consignments of drugs from his fellow Nigerian nationals also residing in the same area. Rakesh also told that he used to further supply the heroin in Punjab as per directions of Obumuneme.

Based on the leads provided by Rakesh @ Rocky, another member of syndicate namely Obumuneme was arrested from his rented house in the morning of 14/05/2022 at instance of Rakesh @ Rocky. Facts of the arrest are that members of the police team knocked the door of the house of Obumuneme, but he did not open it and intentionally made police team to wait. He succeeded to flush a lot of drugs in the toilet of the house.

Mr. Jasmeet Singh, DCP, Special Cell, obumuneme has disclosed that he had arrived in India on tourist visa in the year 2009, but did not return to his country even after expiry of the visa. Since then, he has been living in Delhi illegally. He has disclosed to have been re-indulging in drug supplying in Delhi and Punjab for the last 2 years in association with other Delhi based Nigerian nationals and Indian counterparts after coming out from jail after 8 yrs in an another case of NDPS Act. He has also disclosed to have been sending parcels of drugs in various countries through courier companies from Delhi NCR.

Members of police team finally entered the house forcefully and apprehended the Nigerian, who was found still in the process of flushing the drugs. However, 2.2 kgs heroin was recovered from the polythene held by the accused. Incriminating material used in processing/packing of the heroin, electronic weighing scale and other articles used for preparing parcels of heroin were also recovered from the house. No passport or any travel documents of Nigerian national were recovered from his house.

Mr. Jasmeet Singh, DCP, Special Cell, obumuneme has disclosed that he had arrived in India on tourist visa in the year 2009, but did not return to his country even after expiry of the visa. Arrested accused has disclosed that he used to receive the supply of heroin from another fellow Nigerian national also residing in Janakpuri area. Obumuneme disclosed that his said associate gets consignments of heroin from Afghan nationals in Delhi. Obumuneme used to send drugs in Punjab through Rakesh @ Rocky as per directions of a Punjab based person who used to give him directions on various social media plateforms.

Obumuneme has been found previously arrested by NCB Delhi Zone in a case of drug trafficking with two other Nigerian nationals in the year 2012. They then used to send drugs to other countries through courier companies from Delhi. 1.7 kgs heroin was recovered from Obumuneme in that case. All three persons including Obumuneme were convicted by the court in that case in the year 2018. Obumuneme was convicted for 20 years with a fine of Rs 2 lacs in the case. Obumuneme remained in jail for 8 years in this case and he came out from jail in Feb 2020 after getting bail from Delhi High Court. Immediately after coming out from jail, he restarted indulging in drug supplying.

Further interrogation of both the above said accused persons is on to trace/identify other backward and forward linkages of the syndicate in Delhi and Punjab.
