Economic Offences Wing (EOW) of Delhi Police has arrested accused Prem Shankar Gupta S/o Itwari Lal Gupta R/o Flat 603, Tower A-2, Sector 104, Puri Emrald Society, Gurugram, Haryana in case FIR No 205/18 Dt. 19.10.18 U/s 406/420/120B IPC PS Economic Offences Wing, New Delhi for duping hard earned money of general public by inducing them to invest in his housing project “County Garden” of M/s Om Krishna Developers Pvt. Ltd. to be developed at Neemrana, Rajasthan and had cheated of Rs. 16 Crores approx. from more than 400 victims who invested in the said housing project.
The case was registered on the complaint of Sh. Suresh Mansukhani R/o Kenwood Towers, Charmwood Village, Faridabad, Haryana against M/s Om Krishna Developers Pvt. Ltd. Regd. Office- H-10/103, Express Arcade, Netaji Subhash Place, New Delhi and its directors namely Prem Shankar Gupta, Urmila Gupta (wife) & Diksha Gupta (daughter) for their housing project “County Garden” to be developed at Neemrana, Rajasthan.
Complainant was allotted a Plot No. F-669 measuring 150 Sq. Yds against his investment of Rs. 10,16,000/- in the said housing project by alleged directors but the possession of the plot could not be delivered to him and the project was also not developed till date. During enquiry, it was found that neither have any legitimate land nor they have permission from Urban Development Trust, Bhiwadi to develop a residential colony there. Subsequently, the above said case was registered and investigation was taken up.
The accused person had duped more than 400 victims and cheated their hard earned money of around 16 Cr. approx. by inducing them to invest in his real estate project.
Present case has been registered vide FIR No. 205/18 Dt. 19.10.18 U/s 406/420/120B IPC PS Economic Offences Wing, New Delhi, on the complaints of Sh. Suresh Mansukhani against M/s Om Krishna Developers Pvt. Ltd. Regd. Office- H-10/103, Express Arcade, Netaji Subhash Place, New Delhi and its three directors Prem Shankar Gupta, Urmila Gupta & Diksha Gupta. Mr.Jitendra Kumar Meena, IPS, DCP, EOW, said, during the course of investigation, complainant was examined and the details of payment made to accused company/property documents were verified. Further, report from the concerned authority where housing project “County Garden” was to be developed i.e. Urban Improvement Trust Bhiwadi, Rajasthan was obtained regarding the allotted land which revealed that the land use of said project was not approved for the said housing project launched by the alleged company M/s Om Krishna Developers Pvt. Ltd. through its directors till date and the alleged company even did not apply for the same. Accused Prem Shankar Gupta played active role in affairs of the accused company alongwith his accomplish Urmila Gupta (his wife) & Diksha Gupta (his daughter).

Accused persons, hatched conspiracy and induced the complainant of this case and other gullible customers; those were looking for dwelling house/residential plots for themselves, to book their dream homes in this project showing them rosy pictures about the accused company and the project. They cheated huge amount of general public.
MODUS OPERANDI: Accused persons induced general public with dishonest intention through advertisements/agents of M/s Om Krishna Developers Pvt. Ltd. to invest in their housing project “County Garden” while the same was not approved by concerned authorities. They did not even apply to change the land use of the land allotted to them for said housing project. On the assurance of alleged persons, a large number of general public attracted to their housing project and invested their hard earned money which is collectively a very huge amount in Crores.
On 04.09.22, the accused Prem Shankar Gupta S/o Itwari Lal Gupta R/o Flat 603, Tower A-2, Sector 104, Puri Emrald Society, Gurugram, Haryana Age- 66 Yrs was arrested in a raid conducted by the IO SI Shubhendu Sharma along with police staff at Puri Emrald Society, Gurugram. Another Directors Urmila Gupta and Diksha Gupta are absconding and non bailable warrant has been issued against him. Sincere efforts are being made to arrest the remaining accused persons.
A police team comprising of IO SI Shubhendu Sharma, SI Amit Kumar Singh, SI Aadi Gaur, SI Sanjay Kumar, ASI Ashok, ASI Ompal of Section-VII/EOW and W/HC Susheela of Section-VI/EOW was formed under the supervision of ACP Sh. Ghanshyam ACP/Sec-VII/EOW to arrest the accused persons.
Profile of the accused:-
KNOW THE ACCUSED: Accused Prem Shankar Gupta studied up to the 10th class and belongs to Agra, UP. He came to Delhi after the death of his parents and started to work with a property dealer there. After 7-8 years, he started his work in the name of “Gupta Properties” in the Burari Area, Delhi, and also started construction work in the locality, in which he realized a good profit. In the year 2006, he started his own real estate company to earn huge profits in less time by inducing the general public.
Accused Prem Shankar Gupta is found previously arrested in a total number of seven criminal cases of Delhi and he was also declared proclaimed person in a case of PS City Rewari, Haryana. He was previously arrested by Economic Offences Wing, New Delhi, in a multi-victim case vide FIR No 610/2015, PS Subhash Place registered against the same housing project.
