TRAFFICKED OVER 1000 KGS OF NARCOTIC DRUG FROM ODISHA TO DELHI SINCE 2019. • AN ABSENT BAD CHARACTER ABSCONDING SINCE 2019 • INVOLVED IN OVER DOZENS OF CASES OF MURDER, ATTEMPT TO MURDER, DACOITY, ROBBERY, GANGSTER ACT, NATIONAL SECURITY ACT ETC. IN DELHI & UTTAR PRADESH.
Mr. Pramod Singh Kushwah, DCP, Special Cell, said, accused Abrar @ Bale has revealed that in his young age he did wrestling in his village. In 1998, wrestlers of his village picked up fight with wrestlers of neighbouring village and he joined them. He shot at opponent wrestler’s group causing gun shot wounds to one of the opponent wrestlers. Post incident, he fled from his village and was arrested by local police 3 months later. He was also booked under the stringent provisions of National Security Act (NSA) by the District Police to check his illegal activities. He remained in jail for over 1 year and then released on bail in 1999.

A team of Special Cell, Lodhi Colony, New Delhi led by Inspectors Ravinder Kumar Tyagi and Ajit Kumar under the close supervision of ACsP Lalit Mohan Negi and Hridaya Bhushan has arrested a narcotic drug trafficker; namely Abrar @ Bale, Aged – 56 years s/o Suleman Village Hussainpur, P.S. Kunwar Gaon District Badaun (U.P.)
The accused was arrested after a minor scuffle from Bahadur Ganj, Town Ujhani District Badaun (Uttar Pradesh). Accused Abrar @ Balewas wanted in FIR No. 222/2021 dated 16/11/2021 u/s 20/25/29 NDPS Act, PS Crime Branch, Delhi, pertaining to seizure of 300 kilograms of cannabis by the Crime Branch. In this case, 3 accused persons were arrested, whereas he had been absconding since then. A reward of Rs. 50,000/- was declared on his arrest by Worthy Commissioner of Police, Delhi.
On 11/09/2022, a secret input was received in Special Cell/NDR that a notorious inter-state criminal namely Abrar @ Bale, wanted in FIR No. 222/2021 dated 16/11/2021 u/s 20/25/29 NDPS Act, PS Crime Branch, Delhi and carrying a reward of Rs. 50,000/- is currently residing in Bahadur Ganj, Town Ujhani District Badaun (Uttar Pradesh).
On the basis of above input, a team led by Inspectors Ravinder Kumar Tyagi, Ajit Kumar consisting of SI Rahul Khokher, SI Umesh Kumar, SI Raj Kumar, SI Satyendra Kumar, ASI Ombeer Singh, ASI Narender Singh, ASI Satender Singh, ASI Neeraj, ASI Satyadev Rana, ASI Ravinder Sharma, HC Deepak Yadav, HC Naveen, HC Ankit Tyagi, HC Netram Jat, HC Lalit Tyagi, HC Kapil Dev Yadav, HC Mukesh, HC Dharamraj, HC Amit Yadav, HC Lalit Rathi, HC Awdhesh Tomar, HC Arun Kumar, Ct. Vikas Yadav, Ct Rajveer and Ct. Ankit Chaudhary was formed.
At about 5 pm on 11.9.2022, the team apprehended accused Abrar @ Bale from Bahadur Ganj, Town Ujhani District Badaun (Uttar Pradesh) after a minor scuffle.
BACKGROUND AND CRIMINAL HISTORY

He remained in jail for over 1 year and then released on bail in 1999.
After his release on bail, he along with ruffians/local criminals of his area got indulged in armed robbery/dacoity at various places in Badaun (UP). In one of the incidents, he shot dead one of the opponents in his village and thereafter shifted to Delhi to evade the arrest. In the year 2002, he was arrested from Delhi by P.S. Binawar, District Badaun (UP). He remained in jail up to 2009 and then he shifted to Delhi after release on bail.
In Delhi, he came in contact with co-accused Akram, Nadeem, Wahajuddin, Vijay Lamba, Ajay Lamba, Abrar @ Bale, Zahid and Arun. Vijay Lamba is a highly desperate and notorious interstate criminal and is involved in over 90 cases of murders, attempt to murder, robbery, dacoity etc. in Delhi, Uttar Pradesh and Haryana.
In the year 2011, he along with his associates planned to rob a jeweller of Zero Pusta Shastri Park, Delhi with the help of their gang head Vijay Lamba. As per planning on 21.04.2011, he along with Nadeem, Vijay Lamba, Wahajuddin, Akram, Zahid and Arun laid a trap to rob this businessman in Shastri Park, Delhi. When the businessman reached near his house along with a handbag containing cash and jewellery, they snatched his bag. When the businessman resisted the criminals fired at him. The businessman suffered gunshot injuries on his chest and back. A case was registered vide FIR No. 160/2011 dated 21/04/2011 u/s 302, 396, 397, 412, 34 IPC & 27 Arms Act, PS New Usmanpur, Delhi.
His associates namely Nadeem, Vijay Lamba, Wahajuddin, Akram, Zahid and Arun were arrested in this case, whereas he remained absconding. A reward of Rs. 50,000/- was declared upon him by Worthy CP, Delhi. In the year 2012, he was arrested by the Crime Branch, Delhi in this case.
While in Jail, Vijay Lamba enticed him in trafficking Narcotic drugs along with his elder brother Ajay Lamba of Uttam Nagar, Delhi. In 2019, he was released on bail and thereafter joined the drug trafficking syndicate.
On the instructions of Ajay Lamba, he along with his associates Akram and others used to bring Narcotic Drug Cannabis from Odisha in Cars, Tempo and Trucks and supply the same to the receivers in Delhi/NCR. He has transported over 1000 kgs of Narcotics from Odisha to Delhi/NCR.
On 16/11/2021, he along with his associates was carrying 300 kilograms of cannabis in a Tata 407 vehicle from Odisha. His associates namely Sonu and Savez were in Tata 407, whereas he along with Abrar @ Bale were following this Tata 407 from his car. When their Tata 407 vehicle was caught by the Police, Akram and Abrar @ Bale managed to escape in their car. A case vide FIR No. 222/2021 dated 16/11/2021 u/s 20/25/29 NDPS Act, PS Crime Branch, Delhi was registered in this regard. He has been absconding ever since then.
