● 20 KGS NARCOTIC DRUGS I.E. 10 KGS HEROIN AND 10 KGS OPIUM RECOVERED FROM THE ARRESTED DRUG SUPPLIERS. ● ONE SCORPIO VEHICLE HAVING SECRET CAVITIES USED FOR CONCEALING AND TRANSPORTING DRUGS ALSO RECOVERED. ● INTERNATIONAL VALUE OF RECOVERED DRUGS IS OVER RS. 60 CRORES.● RECOVERED HEROIN AND OPIUM WAS SMUGGLED IN INDIA FROM MYANMAR VIA MANIPUR.● ARRESTED ACCUSED PERSONS WITH THEIR ASSOCIATES HAVE BEEN INDULGING IN SUPPLYING OF DRUGS IN DELHI NCR AND OTHER STATES FOR LAST 03 YEARS.

A team of Special Cell/Southern Range, led by Inspr. Shiv Kumar and Inspr. Karamvir Singh under the supervision of ACP Attar Singh has busted an International narcotic drug cartel by arresting two key members of cartel namely Abhishek Raja (age 26 yrs) r/o Distt Muzaffarpur, Bihar and Nizamuddin (age 34 yrs) r/o Distt. Muzaffarpur Bihar. 20 kgs narcotic drugs i.e 10 kgs heroin and 10 kgs opium was recovered from the arrested duo and from cavities of Scorpio car. International value of recovered contraband is Rs. 60 crores. Recovered drugs were sourced from Myanmar in India through Manipur border by Manipur based drug suppliers. 

Special Cell in its tirade against drug suppliers had busted several narcotic drug cartels in the past by arresting various members of these cartels and by recovering huge consignments of heroin at their instance. A team of Special Cell was working on information that an International narcotic drug cartel is active in the states of Manipur, Assam, UP, Bihar and Delhi.

Members of this cartel were involved in receiving supply of heroin in Manipur smuggled from Myanmar and further supplied the drugs in various parts of the country including Delhi NCR. This information was further developed by deploying sources. It took painstaking efforts of 3 months to develop the information. During this process, members of this cartel were identified and their activities were kept under discreet surveillance.

In furtherance of investigation of a case of drug supply being investigated by Special Cell, a team led by SI Sumit was sent to Bihar to arrest the remaining members of this drug cartel. On receipt of an input, both the above drug suppliers namely Abhishek Raja and Nizamuddin were apprehended on 12/09/2022 while travelling in a Scorpio car near Jhanjharpur at NH 27 in Distt. Darbhanga, Bihar by the team of Special Cell.

Mr. Jasmeet Singh,  IPS, Dy. Commissioner of Police, Special Cell/SR & Narco-Terror, said, during the interrogation of both the drug suppliers, it has been revealed that they are the members of a big international narcotic drug cartel. Both have disclosed to have been indulging in drug supplying in Delhi NCR, UP, Bihar, Jharkhand etc from Manipur for the last 3 years. Both have further stated that they had procured recovered heroin and opium from a person in Manipur as per directions of a person of Bihar. 

Police team signalled both the occupants of Scorpio car to stop but they started running after leaving the car. Both were overpowered by the team and 02 kgs of heroin i.e 01 kg from each was recovered from their possession. Subsequently, search of car was conducted in which 08 kgs heroin neatly packed in 16 packets and 10 kgs opium packed in 10 packets was found concealed in secret cavities in the Scorpio car. It is here also worth mentioning that in above case, one Akhilesh Kumar of Distt. Chhapra was earlier arrested by the team of Special Cell on 10/08/2022 and recovery of 4 kgs heroin was effected from his possession.

Both have disclosed to have been indulging in drug supplying in Delhi NCR, UP, Bihar, Jharkhand etc from Manipur for the last 3 years. Both have further stated that they had procured recovered heroin and opium from a person in Manipur as per directions of a person of Bihar. Said person of Bihar is the kingpin of this cartel. Both have stated that they had come to Delhi to deliver the drugs to a person.

Both have also revealed that their handler earlier used to work in Manipur where he had developed his contacts with drug suppliers. After coming back in his home state Bihar, he developed his own network of supplying of drugs.

Both the arrested drug suppliers have disclosed that demand of heroin smuggled from Myanmar and Manipur is very high due to its superior quality in comparison to the heroin manufactured from opium in conventional areas of licit cultivation of opium in parts of the country ie. UP, MP and Rajasthan.

It has been revealed that for the last 7-8 years, this route has become more prominent for smuggling of heroin and other drugs from Myanmar via Manipur in other parts of the country including Delhi NCR.
Efforts are afoot to identity the remaining members of this narcotic drug cartel are in progress.
