GANG OF EXTORTIONISTS POSING ED OFFICIALS BUSTED, NINE AMONG GANG LEADER ARRESTED

GANG WAS TRYING TO EXTORT RS. 15 TO 20 CRORES FROM THE PRESIDENT OF A MUMBAI BASED COMPANY BY SENDING THEM FAKE NOTICES OF THE ENFORCEMENT DIRECTORATE.GANG WAS INSPIRED BY THE MOVIE “SPECIAL 26”.12 MOBILE PHONES AND A MARUTI CIAZ CAR USED IN THE COMMISSION OF CRIME HAVE BEEN SEIZED.

A team of ARSC/Crime Branch has arrested 09 extortionists namely (1) Akhilesh Mishra R/o Palm Spring, Sector 07, Airoli, Navi Mumbai, (2) Darshan Harish Joshi R/o Mulund Colony, Hindustan Chowk, Mumbai, (3) Vinod Kumar Patel R/o Sitaram Bazar, Delhi (4) Dharmender Kumar Giri R/o Palam Vihar, Sector-06, Dwarka, Delhi, (5) Naresh Mahto R/o Tialijala Road, Kolkata, West Bengal, (6) Asrar Ali R/o Hari Nagar, Ashram, Delhi, (7) Vishnu Prasad R/o Karan Vihar Delhi (8) Devender Kumar Dubey R/o VPO Indupur, Devariya, U.P. (9) Gajender @ Guddu R/o Gurjar chowk, Sarai Kalen Khan, Delhi, who impersonating as Enforcement Directorate officials and extorting 20 crores from a Mumbai based businessman by sending them fake summons/notices of the Enforcement Directorate.

Sh. Hardev Singh R/o Sector-35E, Kharghar, Navi Mumbai (President, Nippon India Paints Ltd.) received 02 notices from ED. His colleague was informed by one Akhilesh Mishra that Enforcement Directorate had registered a case against them and soon they will be in deep trouble and he can help them sort out the matter through his sources.

Akhilesh Mishra again communicated that he had confirmed from ED sources and corroborated the earlier information that they are going to fall in a serious problem. He promised them that he can sort out the issue with the help of his liaison in ED office, Delhi. The complainant got apprehension as well as suspicious. Complainant again received the same notices through speed post. He contacted the accused persons and the accused persons initially demanded a ransom of Rs.2-3 Crores and further asked to meet in Delhi.

Between 9th and 14th Nov 2022, acused Akhilesh Mishra, his son and Darshan Harish Joshi tried several times to contact the complainant from different mobile numbers and put him in fear of ED. On 11th Nov 2022, complainant talked to accused Darshan Harish Joshi on phone and started negotiating the amount by requesting to get this notice cancelled, on which the accused insisted on meeting for settlement. On 12th Nov 2022, complainant met the accused persons Akhilesh Mishra and Darshan Harish Joshi at Gate No. 2 of the Mumbai Airport.

The accused persons told the complainant that properties worth thousands of crores have been found by ED and this issue will be settled only with crores of rupees, for which Akhilesh Mishra and Darshan Harish Joshi will have to go to Delhi at the expenses of the complainant who will also have to make all the necessary arrangements for lodging and boarding, etc.

The victim booked air tickets for both the accused from Mumbai to Delhi for 14th Nov 2022 and a meeting was fixed at Ashoka Hotel, New Delhi. The accused persons upped their demands to Rs. 20 Crores for negotiation and settlement. On this complaint, a case U/s 170/389/465/471/120B/34 IPC PS Crime Branch was registered and investigation was taken up.

Teams led by Inspr. Mangesh Tyagi, comprising of Inspr. Robin Tyagi, SI Nitin Singh, ASI Lalit Sirohi, HC Mintu, HC Anuj, HC Paramjeet, HC Gaurav, HC Sawai, HC Pawan, Ct. Monu were constituted by Sh. Rohit Meena, DCP/Crime under the overall supervision of ACP/ARSC, Sh. Arvind Kumar to nab the accused and to unravel the conspiracy.

The first team reached The Ashoka Hotel, New Delhi and apprehended the accused persons Akhilesh Mishra and Darshan Harish Joshi (both from Mumbai) from the tea lounge area of the hotel.

During interrogation, the accused disclosed that three of their associates were present in a room in the same hotel. The team acted swiftly and raided the hotel room and apprehended Vinod Kumar Patel, Dharmender Kumar Giri and Naresh Mahto from the spot.

Vinod Kumar Patel further disclosed that three more associates will be meeting them at Classic Chicken Corner, Khan Market, Delhi.

The Crime Branch team further raided the Classic Chicken Corner and apprehended Asrar Ali, Vishnu Prasad and Devender Kumar Dubey from Khan Market.

As new facts emerged, the team further raided LR Taxi Stand, Nizammudin Bhogal, and apprehended one more accused Gajender @ Gaddu and recovered a Maruti Ciaz Car being used in the crime.
The team has done outstanding work by arresting the gang members expeditiously and busting the nexus within few hours.

KNOW THE ACCUSED:  Accused Akhilesh Mishra was born in Balia, U.P. in the year 1963 and studied up to 10th class only. Later, he migrated to Mumbai and started working as a salesman. In this case, accused Akhilesh Mishra started calling and messaging the complainant and threatening him about the forthcoming problems brewing up in the Enforcement Directorate. He assured the complainant for helping him through his excellent relationships in the Ministries and the Enforcement Directorate. He was in touch with co-accused persons Dharmender Kumar Giri, Naresh Mahto, Arun Singh, and Vinod Patel for sending summons of E.D. to the complainant. He is the mastermind of the gang and planned to make several crores in the process. 

Accused Darshan Harish Joshi was born in the year 1980 in Mulund, Mumbai and studied up to the 10th class only. He is working as a chemical trader. He is close to the accused Akhilesh Mishra and used to talk with the complainant and tried to create an atmosphere of panic.

Vinod Kumar Patel was born at Bhagwatpur, Dharampur, Vaishali, Bihar. He is 47 Years old and studied upto the 10th class only. He claims to be social worker and an active politician working for an established political party. After taking information about E.D Summons from Naresh Mahto, accused Vinod Kumar Patel apprised the whole situation to accused Asrar and asked him to arrange an E.D. summons to be sent to the complainant. He also used to meet Akhilesh Mishra through Dharmender Kumar Giri in this regard. 

Accused Dharmender Kumar Giri was born in the year 1981 at Dhanauti Sarang (Bihar) and later shifted to Palam Vihar, Sector-06, Delhi. He has studied up to 10th class only and worked as a real estate broker. He is a close acquaintance of the main accused Akhilesh Mishra as they have property dealings in the past.

Mr.Ravindra Singh Yadav, IPS, Special Commissioner of Police Crime, said, during interrogation, the accused disclosed that three of their associates were present in a room in the same hotel. Akhilesh Mishra asked Dharmender Giri to send ED’s fake summons to the victim and subsequently, Dharmender Giri asked to arrange a meeting with accused Naresh Mehto. In the meeting, Naresh Mehto told him that he had good liaisons in the E.D., Delhi. If any issue is related to E.D., he can resolve it through his contacts. Naresh Mahto contacted Vinod Kumar Patel for arranging and serving of forged summons/notices of the E.D to the complainant.

Accused Naresh Mehto was born in the year 1979 in Muzzafarpur, Bihar. He studied upto 10th class only. Later, he shifted to Kolkata, West Bengal. He is running a transport company supplying oil from Haldia to North East. Accused Naresh Mahto is a friend of accused Vinod Kumar Patel, and he joined the racket to make quick bucks.

Accused Asrar Ali was born in 1970 at Rajabari, Gorakhpur, U.P. He has studied up to 10th class only and he is working as a Labour Contractor. On the directions of Vinod Kumar Patel, accused Asrar conveyed the situation to his known advocate namely Ismail and arranged a meeting with Vinod Kumar Patel and Ismail, where Ismail promised that he will prepare and send fake ED notices to the complainant. Ismail sent fake ED notices to the complainant through speed post. He also arranged the car and driver impersonating as an officer of ED.

Accused Vishnu Prasad was born at Deoria, U.P. He is 54 years old and worked as a P.A. and associate of a former M.P of Lok Sabha. In the pandemic, he lost his job and became unemployed. Accused Asrar contacted Vishnu Prasad and told him about the situation and to arrange a person, who can play the role of ED officer for meeting with the complainant. After that the accused Vishnu Prasad contacted Devender Kumar Dubey (Assam Rifles) and convince him to play the role of E.D officer.

Accused Devender Kumar Dubey S/O Vishwanath Dubey was born at Indupur, Rudrapur, Deoria, U.P. He studied up to 12th class only and selected in Assam Rifles in 2006. After being selected and convinced that he has an impressive personality, accused Devender Kumar Dubey agreed to play the role of DD of ED and when the complaint met him, he said to the complainant "Apna matter Nibta lo nahi to jail Jana Padega". He really acted well in the role of Dy. Director of Enforcement Department and created an impression that team is actually from ED.

Accused Gajender @ Gajju was born at Kasampur Jat, Amroha, U.P. He was born in a farmer’s family. He is a graduate. Due to low income of his family, he settled in Delhi and started driving Taxi, and got job in a private company having tender of “Pick and Drop” of senior officers of Ministry. Accused Asrar told Gajender Singh to pick and drop an officer to Ashoka Hotel. He agreed to do this job and after that, he picked up accused Devender Kumar Dubey, Asrar, Vishnu Prasad from Khan Market and reached VP House, where he met with Vinod Kumar Patel and dropped Vishnu Prasad. After that, they went to Ashoka Hotel and dropped accused Asrar outside the gate of the Hotel and reached Ashoka Hotel where Akhilesh Mishra, Darshan Kumar Joshi, and Vinod Kumar Patel were already present there. After a few minutes Devender Kumar Dubey came back to the car and accused Gajender Singh dropped him at VP House.

Mr.Ravindra Singh Yadav, IPS, Special Commissioner of Police Crime, said, the whole conspiracy was planned and hatched meticulously and every role was preciously defined and enacted. And would have been successful had it not been for the swift operation and crackdown by the team of Crime Branch of Delhi Police.
