26 OFFICERS AND MEN OF DELHI POLICE CONFERRED POLICE MEDALS

26 Officers and men of Delhi Police have been conferred Police Medals for their Services i.e. 07 Police Medals for Gallantry (PMG), 02 President’s Police Medal for Distinguished Service and 17 Police Medal for Meritorious Service, on the occasion of Republic Day – 2023.

Sh.Lalit Mohan Negi, ACP,Inspr. Pradeep Kumar, SI Sunder Gautam, SI Shamsher Singh, SI Raghuveer Singh, ASI Manoj Bhati, ASI Shajad Khan, have been awarded Police Medal for Gallantry (PMG), Sh. Prem Nath, Jt.CP, Ms. Sunita Sharma, ACP have been awarded President’s Police Medal for Distinguished Service, Sh. Satvinder Singh, ACP/FR, Inspr.(FR/RT) Narender Kumar Sharma, Inspr.(LA) Jasvinder Kaur Sh. Mukesh Rathi, ACP, Inspr. (Min.) Kuldeep Singh, Ms. Jasvinder Kaur, ACP, Inspr. Shiv Charan Meena, SI (LA/Dvr.) Jai Bhagwan HC (Armourer) Mala Ram SI(FR/Exe.) Vinay Kumar and W/SI(FR/Exe.) Savita are among those who have been awarded Police Medal for Meritorious Service.
Police Medals for Gallantry (PMG): 

Sh.Lalit Mohan Negi, ACP, 2.SI Sunder Gautam, 3. SI Shamsher Singh, 4. SI Raghuveer Singh: On 17.02.2020 on the basis of secret of information, a team of Special Cell comprising of ACP Lalit Mohan Negi and 03 others intercepted at Anandmai Marg. The Gypsy of ACP Lalit Mohan Negi intercepted the said Pulsar motorcycle and hit it on its right side.

Despite warnings, the wanted criminal duo managed to got off their Pulsar bike before it got skid and whipped out their weapons, aimed towards police party and started firing to evade their arrest. The team members very closely faced the hails of the bullets fired by these criminals. But the desperados continued firing from their sophisticated weapons.

The bullets fired by them hit on the chest of the bullet proof jackets worn by ACP Lalit Mohan Negi, SI Sunder Gautam, SI Raghubir & SI Shamsher Singh. One of the bullets also hit and pierced through the left door of official Gypsy. The police team used minimum force in this critical situation. Both the desperados who were injured in the cross firing and were declared brought dead in the hospital.

ASI ( Now SI) Manoj Bhati, ASI Shajad Khan : On 07.12.2020, a trap was laid on service road near Bus Stand, Shakarpur to apprehend sharp shooters Gurjit Singh @Bhaa and Sukhdeep Singh @ Bhura who were supposed to meet some person from Kashmir, owing allegiance to banned terrorist organization “Hizbul Mujahedeen”. ACP Lalit Mohan along with ASI Manoj Bhati and ASI Shajad Khan took position at main road in-front of Ramesh Park Bus stand.

At around06:45AM, ACP Lalit Mohan Negi alerted the team as soon as, suspects Gurjit Singh @ Bhaa and Sukhdeep Singh @ Bhura met two persons. When the team members advanced to apprehended the suspects, the accused persons Gurjit Singh @ Bhaa and Sukhdeep Singh @ Bhura, in order to flee, started running in different directions and opened fire on the raiding party.

ACP Sh. Lalit Mohan Negi, SI Manoj Bhati and ASI Shajad Khan without caring for their own lives chased them while simultaneously firing in self defence and taking utmost care to ensure the safety of the public persons. The Police team acting in a swift and coordinated manner overpowered them and snatched loaded pistols from Gurjit Singh @ Bhaa & Sukhdeep Singh @ Bhura simultaneously and also grabbed their hands tightly which further restrained the criminals from firing towards the police party.

Inspr. (Now ACP) Pradeep Kumar: On 29.01.2021 some locals from the nearby villages came to negotiate with the protestors in order to vacate the border as the locals were facing problems in their day to day life due to highway blockade. The locals were requesting them to vacate the border but suddenly the protestors became aggressive and started heated arguments with the local villagers. The protestors started pelting stones at the local villagers. For maintaining law & order situation, Insp. Pardeep Kumar Paliwal, SHO/PS Alipur along with his team intervened and tried to pacify the protestors gathered there.

In the meanwhile, a protestor came with a sword in his hand and ran behind the local villagers wielding his sword at them. On seeing this, Insp. Pardeep Kumar Paliwal swung into action to save the local people from his attack. But the protestor was too aggressive & violent and attacked Insp. Pardeep Kumar Paliwal’s head with his sword with the intention to kill him but Insp.

Pardeep Kumar Paliwal took the attack on his hand and saved himself. Thereafter, the attacker kept on wielding his sword on Insp. Pradeep Kumar Paliwal causing two more brutal injuries on his hand and elbow. Insp. Pradeep Kumar Paliwal did not deter and caught hold of the sword showing grit& courage without caring for his life. Insp. Pardeep Kumar managed to overpower him and took his sword. As many as 54 stitches were required to stitch the wounds.

President’s Police Medal (PPM) for Distinguished Service: Sh. Prem Nath, Jt.CP: Sh. Prem Nath, IPS has joined Delhi Police as Assistant Commissioner of Police in the year, 1990. The officer also served the U.N. Peace keeping Mission at Kosovo (UNMIK) as community policing officer for three missions. The officer was deputed by the Government of India to attend the Melbourne 2006 commonwealth games at Australia to learn the skills for staging mega sporting events including planning for security and operations of the games.

Later, the officer was deputed to visit China for Beijing Olympics, Qatar for Doha Asiad games and Whister village Canada for Winter Olympics. As DCP CWG planning unit, he successfully staged the planning and security operations for common wealth games 2010 i.e Delhi 2010.

His efforts were appreciated by the then Union Home Minister. As Addl. CP/Ops. & Modernisation the officer accomplished the challenging tasks of planning and commissioning of ERSS-112 control room and field infrastructure. He was assigned the responsibilities to pursue Safe City Project in MHA. For this ambitious project, MHA sanctioned a fund of Rs. 617.71 Crore under Nirbhaya Fund and Rs. 240.11 Crores from MHA Budget for commissioning of this project.

In focused manner the detail project implementation plan for CDAC was prepared vetted and got approved from APEX committee. The RFD for Safe City was such drafted in given framework that it got through in one single go and MSI & ISD vender has been appointed by CDAC.

Now it is in implementation stage to be completed in September 2023. The officer monitored the Technology Intensive Projects of Delhi Police. The officer has been as Nodal Officer for Central Vista Project (CVP) (a highly time bound plan) of Govt. of India represented Delhi Police at various forums and got the suggestions of Delhi Police incorporated in the Plan for implementation.

As Jt. CP/Tech., PI & CyPAD, supervised the functioning of Intelligence Fusion & Strategic Operations, Dwarka, induction of new technologies in policing, monitoring the progress of various technology based projects undertaken by Delhi Police. Induction of QR Code based feedback system and e-Chittha to ensure Delhi Police more transparent and professional. He also performed duties as an Advisor (Law Enforcement Agencies) in CIS Division of MHA.

The officer is a highly competent, diligent and conscientious officer. His gentle demeanor and professional approach have enabled him to successfully lead and deliver on the majority of tech-related projects of Delhi Police including the Safe City Project, up gradation of CYPAD & 14C, the Central Vista Project and ERSS 112 project. Under his supervision and guidance, the Cyber Crime Unit (CYPAD) achieved new heights of success in detecting, Investigating and prosecuting cyber crimes. Special mention must be made of the initiatives taken by him to curb financial scams during the Covid pandemic and his commendable efforts to establish a system to block payments from reaching the scamsters and criminals. He is truly an asset for Delhi Police.

Ms. Sunita Sharma, ACP: She was enlisted in Delhi Police as a Sub-Inspector (Executive) in the year 1987 and was promoted as Inspector in 2004. She is very systematic, hard working and methodical having great empathy towards women and youth of the society. She is presently posted as ACP, Perception Management and Media Cell (PMMC), PHQ, Delhi and looking after community policing initiatives of Delhi Police to ensure meaningful engagement of the community in establishing public order through various programmes, schemes, initiatives and drives. She has been instrumental in running YUVA.

She has been the First SHO of First Crime Against Women Police Station at Nanakpura. With her strenuous efforts, Self Defence Wing of Delhi Police has accorded Limca Book of Records consecutively for two years 2017 & 2018 for imparting self defence skills to the school/ college going girls and working women. As an appreciation, she has been conferred “Police Medal for Meritorious Services” in the year 2012. Further, for her consistent efforts on women empowerment, she has been awarded CP’s commendation Gold Disc in 2020.

Police Medal for Meritorious Service: Sh. Satvinder Singh, ACP (FR) : He joined Delhi Police as ASI (Steno) in the year 1985. In 1986, DCP/Vigilance recorded his praise in connection with extortion of money racket and in 2006 Addl. CP/SPUW&C appreciated his efforts in controlling agitation during 2021-22. Also in 4th Bn. DAP, contributed work in re-raising of 8th Bn. DAP in a time bound manner and to establish DP’s tentage and hospitality unit. He received 91 rewards (Commendation Cards/ Certificates/ Rolls and Appreciation Letter).

Inspr. (Tech./FR) Narender Kumar Sharma: He was enlisted in Delhi Police as ASI/RT in the year 1990. He was upgraded as SI/RT in the year1992. He was promoted as SI (Supr.) (Tech) in the year 2017. He has performed excellent work during operations of MRKB for operations of first state of the art Full Duplex wireless Telephone System (Even before Cellular Telephone Technology adoption in INDIA) installed in Vehicles of DCP’s and above officers of Delhi Police and Senior officers of Delhi Government and LG, Delhi..

He was associated in team of Delhi Police for making the system operation in hybrid mode from digital mode in live conditions. He has been responsible for day to day maintenance and upkeep of all types of wired/wireless communication system & equipments.

He has also represented Delhi Police in All India Police Duty Meets in the years 2007, 2008, 2009 and 2012 on Computer Awareness Topic. He has been a part of technical team for “ Police Technology Exihibition-2019” held to showcase ERSS-112 system installed by MHA at the Statue of Unity, Kevadiya , Gujrat. He has been involved in RFP preparation, Civil & Electrical works done by PWD team, installation & commissioning of Hardware & Software with CDAC team, Integration of ERSS-112 with stakeholders such as CATS, Fire, CCTNS, CMAPS, C4i, Ebeat and Transport department, Delhi etc.

Inspr. (LA) Jasvinder Kaur: She joined Delhi Police as ASI in the year 1993. She worked with Director (Delhi) Ministry of Home Affairs, North Block to assist the Committee set up for Justice Nanawati Commission. She has also worked in Security Unit. She has a vast knowledge in administrative matters and handled them promptly entrusted to her on various occasions. She has an unblemished service record.

Sh. Mukesh Rathi, ACP (FR) : Sh. Mukesh Rathi, joined Delhi Police as Sub-Inspector (Input/Output assistant) in the year 2000. During his service, important tasks have been completed by him in various units of Delhi Police. The officer initiated the process of preparing Compendiums of criminals, with their photograph and involvements, arrested repeatedly in heinous crimes.

While posted in Traffic, the officer efficiently headed the process of issuing notices(u/s 133 MVA) to vehicle owners on information received from various sources and the process of Issuing Re-Directed Notices. Since 2009 till date, the officer is efficiently supervising and maintaining proper functioning of Delhi Police Intranet, its various modules and related reports. Backup of all applications softwares and related databases locally as well as on remote location.The officer was involved with development of Tatpar Delhi Police mobile app, which was also showcased at Statue of Unity, Kevadia, Gujarat, during Police Technology Exhibition in 2019. He was awarded Utkrisht Sewa Padak-2022.

Inspr. (Min.) Kuldeep Singh : He was enlisted in Delhi Police as HC (Min.) in the year 1983. During his tenure he remained posted in P&L, Spl. Branch, L&B Cell, Crime Branch, North District respectively. He had performed his duty with very keen interest by showing a high sense of responsibility. 

Ms.Jasvinder Kaur, ACP 2nd BN. : She was enlisted in Delhi Police as Head Constable (Ministerial) in the year 1986 and was selected as a Sub Inspector in the year 1988. While working with various Police Stations and SPUWC, she efficiently investigated heinous cases and other crime as well as specially crime against women and children of sexual harassment. She also worked as Addl.SHO/Kashmiri Gate and performed various law & order arrangement duties and investigated many cases in their tenure in the Police Station.

Inspr. (Ops./Comn) Shiv Charan Meena: He was enlisted in Delhi Police in the year 1989 and later on promoted as Inspr. (Ops./Comn) in the year 2015. He has unblemished record. He performed his duties with great zeal and missionary interest during the Common Wealth Games 2010.

SI (LA/Dvr.) Jai Bhagwan: He was enlisted as Const.(Dvr.) in the year1982. He performed his duty at various Distt./Units. He has an unblemished service record.

HC (Armourer) Mala Ram : He was appointed as Constable in CRPF in the year1983 and thereafter he was absorbed permanently in Delhi Police as armourer cadre in the year 2011. He performed his duty with full of hard work and dignity. He also got 16 Commendation Certificates and 27 Commendation Cards.

SI (FR/Exe.) Vinay Kumar : He was enlisted in Delhi Police in the year 1985 as Constable(Exe). He was promoted as HC(Exe), ASI(SGD) and SI(FR) accordingly. During the 37 years of his service, he was posted in various Districts/Units i.e. South-West District, IGI Airport, North-West, Outer District, and PCR. He has unblemished service record. During his posting at PS Mukherjee Nagar,North-West District, Delhi on 07-07-2004 an incident of fire took place in a furniture godown in Village Dhirpur, Delhi. He put his life at risk & played a vital role in rescuing the 03 children along with a woman who were trapped in fire.

SI/FR (Bugular) Rajindra Kumar : He was enlisted as Constable (Bugular) in the year 1985. He has received 72 rewards and has an unblemished service record. He has shown exemplary attitude, self discipline and devotion to duty in the course of his entire service career.
Inspr. (Ops/FR) Jawed Husain : Jawed Husain was enlisted in Delhi Police as Constable (Executive) in the year 1986 and later on absorbed in Communication unit as Constable (Workshop Hand) and promoted as HC (Fitter Battery) in the year 2009. He has unblemished record service record.

Inspr. (Ops/FR): Nirmal Kumar : He joined Delhi Police in the year 1986 as Constable (Executive) and HC (AWO) in the year 1987. He has performed his duties with great dedication on the occasion law & order duties. He has performed his duties whichever assigned to him with full perseverance, devotion, hard work and learning aptitude. He has unblemished record service record.

SI (Exe.) Satender Kumar: He joined Delhi Police in the year 1986. He played pivotal role in arrest of over hundreds of Naxalites, terrorists, gangsters, rewarded criminals involved in heinous crimes in Delhi and other States. He has faced life threatening assault in many exchange of fire with hardcore militants and gangsters in Delhi and other states. He has assisted the arrest of over 50 Indian and Foreign militants of various banned terrorist outfit viz Al-Qaeda, Lashkar-e-Toiba, Jaish-e-Mohammad, Hizb-Ul-Mujahideen, Indian Mujahideen and ISJK etc. His work and conduct have remained outstanding during his 36 years of service.

SI (Exe./FR) Rajendra Kumar Sharma: He joined Delhi Police in the year 1987. He has expertise in all types of police work (information collecting about criminal arresting of criminal etc.). Several Commendation Rolls and Commendation Certificates have been rewarded. He has unblemished service record and during his entire service.

W/SI (FR/Exe.) Savita: She joined Delhi Police in the year1989 as Ct. (Exe.). She was promoted to the rank of HC (Exe.) in 1998 and further promoted as ASI (Exe.) in 2011. She has served in various Distt./Units. She is very disciplined, intelligent, sincere, punctual and hard working officer. She has an unblemished service record and also earned 45 Commendation Cards.

SI/LA (Dvr.) Rohitasva: He joined Delhi Police as Ct. (Dvr.) in the year1990. He was promoted to the rank of HC in the year 1999 and the rank of ASI (Dvr.) in the year 2002. He has performed duty in different units i.e. Security, PCR, Traffic, FRRO and Licensing unit of Delhi Police. During service rendered by him, he has been awarded 02 Commendation Certificates and 66 Commendation.
