Exactly a week before Republic Day, multiple pro-Khalistani graffiti were found sprayed at various locations in Vikaspuri, Janakpuri, Paschim Vihar, Peeragarhi, Meera Bagh and adjoining parts of Western Delhi. A corresponding video also appeared over internet, wherein Gurpatwant Singh Pannun from SFJ (Sikh For Justice) claimed that these graffiti were  sprayed by SFJ Cadres. He further claimed that Khalistani supporters have reached Delhi and that they will target Delhi & will raise the  Khalistani flag in Delhi on Republic Day.

The graffiti at different places had  mention of following words/slogans in English & Gurmukhi: “Khalistan Zindabad”, “SFJ”, “1984”, “Punjab Banega Khalistan”, “Referendum 2020 Vote for Khalistan”. Accordingly, Case FIR No. 18/23 u/s 120-B, 153-B IPC P.S. Special Cell was registered, and investigation taken up.

A few days after Republic Day’23, a team of Special Cell, led by Insp. Sunil Rajain, Insp. Ravinder Joshi, Insp. Vinay Pal and Insp Arvind under the supervision of Sh. Lalit Mohan Negi and Sh. Hridaya Bhushan,
ACsP/NDR, superintendence of Rajiv Ranjan Singh, DCP /NDR&NR, Special Cell, and guidance of Shri P.S. Kushwah, Addl. CP/Special Cell has exposed the sinister design of banned Pro-Khalistani unlawful association Sikh For Justice (SFJ) to incite sentiments against sovereignty and integrity of India by arresting two of the perpetrators in FIR No. 18/23 u/s 120-B, 153-B IPC P.S. Special Cell.

The arrested accused identified as Vikram Singh S/o Ashok Singh R/o, Tilak Vihar, Tilak Nagar, Delhi,
Age-29 Yrs and Balram Singh S/o Lt. Sh. Mahender Singh R/o Bharatpur, Rajasthan; Age 34 Yrs

The arrested persons were tasked to paint graffiti of pro-Khalistani slogans in western part of Delhi in lieu of Rs 2 Lacs and further lucrative offers in future. Accused persons clandestinely sprayed these Pro Khalistani graffiti during the intervening night of 18th & 19th Jan’23 and recorded videos of the same. These videos were sent to senior cadres of Sikh For Justice based abroad. Proscribed terrorist Gurpatwant Singh

Mr.H.G.S. Dhaliwal, IPS, Special CP/Special Cell, said preliminary interrogation has revealed that both the accused Vikram  Singh and Balram Singh are employed as drivers in a prominent Hotel in Aerocity, Delhi. Vikram Singh was in close association with one of the  senior cadre of SFJ, based in USA, whom he knew from previous association.This cadre of SFJ contacted accused Vikram and claimed himself to be a close aide of Gurpatwant Singh Pannun, Chief of Sikh For Justice (SFJ).

Pannun then broadcasted it through Youtube claiming responsibility of Graffiti and threatening attack on Republic Day i.e. 26.01.2023 in Delhi.  Multiple cases were registered in various Police stations of Delhi.

Considering the gravity of the situation in view of forthcoming Republic Day’23, a multi-pronged operation was launched, and several teams of Special Cell were deployed in all major suspected area in and around the National Capital Territory of Delhi. A large-scale manhunt was launched to arrest the perpetrators responsible for the graffiti. Round the clock surveillance was mounted on persons of interest. Hundreds of hours of CCTV footage were analysed.

After development of all the inputs generated through different means, and efforts of multiple teams stationed in the area of Vikaspuri, Janakpuri, Paschim Vihar, Peeragarhi, Meera Bagh and adjoining parts of Western Delhi.

On 29.01.23, suspects were zeroed-in. A team was deployed, and both the accused persons were arrested in a swift operation.

INTERROGATION: Mr.H.G.S. This cadre of SFJ contacted accused Vikram and claimed himself to be a close aide of Gurpatwant Singh Pannun, Chief of Sikh For Justice (SFJ). He further tasked him to spray Pro-Khalistani slogans in lieu
of Rs 2 Lacs and further lucrative offers in future. Accused Vikram further contacted and convinced his colleague Balram to partake in nefarious plan in lieu of quick money. Accused Vikram Singh bought multi-colour sprays from a shop in West Delhi. Accused persons clandestinely sprayed these Pro-Khalistan graffiti during the wee hours of 19.01.23 and recorded the videos of same. These videos were then sent to Sikh For Justice senior  cadre based abroad for further broadcast through social media. Accused were paid only Rs 2000/- instead of Rs 2 Lacs as promised. Further nodes of this network are being identified. Investigation is in progress.
