INTERSTATE DRUGS RACKETS BUSTED, 3.530 KG CHARAS, KNOWN AS MALANA CREAM WORTH RS. 3.5 CRORES IN THE INTERNATIONAL MARKET RECOVERED

 12 INTERSTATE DRUG TRAFFICKERS AMONG FEW FROM HIMACHAL PRADESH ARRESTED IN THREE DIFFERENT OPERATIONS.  13 MOBILE PHONES & HYUNDAI ACCENT CAR USED IN THE COMMISSION OF CRIME WERE ALSO RECOVERED.

A team of ARSC/Crime Branch, under close supervision of ACP Arvind Kumar, has arrested twelve persons in three operations. FIR No. 30/23 dated 10.02.2023, FIR No. 44/23 dated 20.02.2023 & FIR No. 45/23 Dated 21.02.2023 PS Crime Branch, Delhi, have been registered. 3.530 Kgs of best quality Charas, known as “Malana Cream” worth more than Rs. 3.5 Crore has been seized.

 A Team of ARSC Crime Branch was assigned the task to keep a vigil on drug traffickers. During the exercise, some incomplete inputs about an interstate syndicate involved in drug trafficking from Himachal Pradesh to Mumbai, Gujarat via Delhi were received.

A team comprising of ASI Sachin Singh, ASI Sanjeev Kumar, ASI Ramdass, ASI Prempal, HC Mintu Yadav, HC Paramjeet Singh, HC Naveen, HC Sawai Singh, HC Pawan Kumar, HC Indrajeet, HC Amit, HC Ankit, HC Joginder, HC Anuj, Ct. Monu, & Ct. Rinku Tyagi, led by Inspr. Mangesh Tyagi & Inspr. Robin Tyagi under the close supervision of ACP/ARSC, Sh. Arvind Kumar, was constituted by Sh. Amit Goel, DCP/Crime & Sh. S.D. Mishra, Joint CP/Crime to intercept the drug consignment.

HIMACHAL CONNECTION

Mr.Ravindra Singh Yadav, IPS, Special Commissioner of Police (Crime) , said the arrested persons were subjected to intensive interrogation. Upon interrogation, it was revealed that due to greed of the high profits and high demands of Malana cream, they were lured into the illicit traffic of drugs. Gradually, they formed a syndicate and started a drug cartel where every member was assigned specific task.

This information was developed through human intelligence as well as technical surveillance. After sincere and painstaking efforts, there back-to-back operations were effectively executed.

OPERATION - I

Information was developed received about one person, Ses Ram, a resident of Himachal Pradesh, who used to supply Charas in Delhi and other states of India, would come to Delhi by train number 11058 at Delhi's Sabzi Mandi Railway Station and would go to Mumbai to supply Charas. He was traced at Sabzi Mandi Railway Station and after compliance of provisions of the NDPS Act, a raid was conducted.

Accordingly, Ses Ram r/o Dhara, Kullu Himachal Pradesh was apprehended & 1160 gram Charas was recovered from his possession. Case FIR No. 30/23 dated 10.02.2023 u/s 20 NDPS Act was registered and accused was arrested. Later on, one more accused namely Mayur Khade r/o Dharavi, Mumbai, Maharastra was arrested from Mumbai as receiver of recovered contraband.

OPERATION - II

Information was developed about a boy named Rakesh @ Sunny, a resident of Kalath, Himachal Pradesh, indulged in the supply of Charas had arranged two kilos of Charas for Prabhat Sinh @ Bapu and Rakesh @ Sunny, would visit Delhi to collect his commission from Prabhat Sinh @ Bapu and would be present in the area of Palam, near Kalra Hospital.

On this, 06 persons namely (1) Rakesh Thakur @ Sunny, 34 years r/o Ghambar Khand, Tehsil Sadar District Mandi, Himachal Pradesh, (2) Tarun Guleria @ Tanu, 24 years r/o Madhwan, Mandi, Himachal Pradesh, (3) Rahul Chauhan, 25 years r/o Mehar, Mandi, Himachal Pradesh & (4) Aas Mohammad @ Aashu, 24 years r/o Shekhpur Kadim, Saharanpur, U.P., (5) Prabhat Sinh @ Bapu, 38 years r/o New Bapu Nagar, Ahmadabad Gujarat and (6) Rakesh Thakor, 33 years r/o Chankyapuri, Krishna Nagar, Badal Nagar, Ahmadabad Gujarat age 33 years were arrested.

After due procedure of the NDPS Act, 2.020 kgs of Charas was recovered from the possession of Prabhat Sinh @ Bapu, concealed in his bag. Hence, a case FIR No. 44/23 u/s 20/29 NDPS Act was registered, and the accused were interrogated and arrested in the case. Later on, two more accused namely Subrata Maitra r/o West Bengal & Maheshwar Singh r/o Mandi Himachal Pradesh being the member of syndicate were arrested from Himachal Pradesh.

OPERATION-3

During the investigation of first operation at the instance of accused Ses Ram, a raid was conducted at Pandav Nagar, Delhi, and two boys namely Shree Krishna, 29 years r/o Pandav Nagar, East Delhi and Mohit R/o Govindpuri, Kalkaji, Delhi were apprehended along with ‘Charas’.

After following due procedure of the NDPS Act, one packet of Charas was recovered from the blanket and the other packet was recovered from the refrigerator. These two packets weighted 300 gms of Charas. Hence, a case FIR No. 45/23 u/s 20/29 NDPS Act was registered, and the accused were interrogated and arrested in the case.

KNOW THE ACCUSED AND THEIR ROLE

*Ses Ram r/o Dhara, Kullu Himachal Pradesh - He is a carrier, travels by train as means of transport while traveling to Mumbai with contraband.

*Mayur Khade r/o Dharavi Mumbai Maharastra -He is the receiver of contraband in Mumbai. Ses Ram was going to deliver Charas to him.

*Rakesh Thakur @ Sunny r/o Ghambar Khand, Mandi, Himachal Pradesh - He is a mediator cum facilitator for the persons, in need of Charas. He provided contacts and got his commission on the basis of quantity. He has previous involvements in similar offences.

*Tarun Guleria @ Tanu r/o Madhwan, Mandi, Himachal Pradesh - He is associated with Rakesh Thakur and a taxi driver, used in the commission of an offense. He was providing contacts to Rakesh Thakur. He has previous involvements in similar offences.

*Rahul Chauhan r/o Mehar, Mandi, Himachal Pradesh - He is also an associate to Rakesh Thakur and a tourist guide. He provided contacts to Rakesh Thakur, of the persons coming to Himachal for Charas.

*Aas Mohammad @ Aashu r/o Shekhpur Kadim, Saharanpur U.P. - He is also an associate to Rakesh Thakur and worked in a salon. He provided contacts to Rakesh Thakur, of the persons coming to Himachal for Charas.

*Prabhat Sinh @ Bapu r/o New Bapu Nagar, Ahmadabad Gujarat – He is kingpin of the syndicate. He spent almost 6 months in Malana H.P., during the lockdown. During this period, he came in contact with big dealers/harvesters of Charas. He established his base in Himachal Pradesh, with the help of Maheshwar Singh. Recovered Charas was procured by him through Rakesh Thakur and Maheshwar Singh. He is previously involved in two cases of the Arms Act and quarrels registered in Gujarat. He has earned “Bapu” surname because of his power and money.

*Rakesh Thakor r/o Chankyapuri, Krishna Nagar, Badal Nagar, Ahmadabad Gujarat – He is an associate of Prabhat Sinh @ Bapu. He worked as a tempo driver. After coming in contact with Prabhat Singh, he accompanied Prabhat Sinh @ Bapu and drove his personal car.

*Subrata Maitra r/o 24 Paragana, West Bengal – He is from West Bengal and was presently residing in Malana, Himachal Pradesh. He provided money transfer platform to the dealers of Malana. Who do not use their own accounts to receive illicit money. Subrat Maitra provided them with accounts and mobile numbers to receive money in lieu of a 5% commission. In the present case also, his G-Pay account was used. It was not easy to trace the beneficiary of those transactions as accounts belonged to West Bengal and money was being withdrawn in Himachal Pradesh.

*Maheshwar Singh r/o Droon, Mandi, Himachal Pradesh – He is the right hand of Prabhat Sinh @ Bapu in Himachal Pradesh who Facilitates everything i.e. a safe place, contacts, etc. and transfers money from his account to the source of Charas. He is a local guarantee to dealers of Charas for Prabhat Sinh.

*Shree Krishna r/o Pandav Nagar, East Delhi - He is a retailer of drugs in East Delhi. He received Charas from Ses Ram in January 2023. He sold it to end users. He was arrested on pointing out of Ses Ram.

*Mohit r/o Govindpuri, Kalkaji, Delhi – He is associated with Sree Krishna and helps him in selling Charas as he is a dancer by profession and attends parties/events where he used to sell/supply Charas.
