THIS INTERNATIONAL SYNDICATE EXPLOITING JUVENILES, LURING THEM TO JOIN GANGS FOR CHEAP PUBLICITY WHILE THE EXTORTED MONEY BEING USED BY GANG FOR LUXURIOUS LIFE AND PROPERTIES IN FOREIGN COUNTRIES, ONLY THE INTERNATIONAL HANDLERS RUNNING THE SHOW ARE ENJOYING THE PROCEEDS OF CRIME, ALL 3 MODULES WORKING INDEPENDETLY WITHOUT KNOWLEDGE OF EACH OTHERS,  8 GANG MEMBERS ARRESTED, 6 FIREARMS RECOVERED

The Crime Branch achieved major break troughs in last few days through its spirited and strong action against the international crime syndicate of Lawrence Bishnoi-Kala Jathedi-Sampat Nehra-Naresh Sethi. Carrying out interstate operations, several sensational cases of Delhi and outside have been solved with the arrest of several gang members and recovery of huge quantity of firearms and ammunitions.

This international crime syndicate has been carrying out its extortion activities in Delhi, NCR, Punjab, Chandigarh, Haryana and Rajasthan. The modus operandi of the gang has become refined and sophisticated. Since they are working from overseas, it has made it difficult for the Law Enforcement Agencies (LEAs) to track their foreign funds. Their extortion rackets are being run with polished professionalism and strict defining of roles and responsibilities of each member. The extortion rackets run by them can be broken into various sub-parts as explained below:

First of all, their agents/middlemen identify rich and vulnerable targets. These targets are selected on the basis of their financial conditions and paying capacity. They are usually bookies, gamblers, real estate dealers, builders, land grabbers, jewellers, etc.

After selection of the targets, they send their demand depending on the capacity. The demand is delivered either through phone call or through letter or verbally through a visit.

The highlight of the demand is the explicit threat and warning that if the demands are not met, there would be grave consequences. Most of the time the name of their leader Lawrence Bishnoi is taken to instill fear in the minds of the businessmen.

The agents and middlemen try to negotiate sometimes if the businessman is willing to pay without complaining. The amount is transferred abroad through Hawala channels.

In case there is no response from the businessman, the foot soldiers are recruited or hired and prepared to further threaten and scare the targets.

These new recruits are mainly juveniles from the rural areas of Haryana or Rajasthan or Delhi in the age group of 15-20 years. Most of the immature youth are lured just for the sake of getting a kick of being gang members.

They are contacted through internet based services and told to reach a particular location and contact further for directions.

Their locations are changed frequently and they are never told the identities of persons providing logistics.

Weapons are supplied to them through masked or fake identity persons, or they are told to collect firearms, bike, etc. from a remote location (such as a landmark tree in a field).

They are told to reccee the target’s house or office or shop. Once the reccee has been done, they are told the exact date and time when they have to fire on the window panes or doors or ceiling etc. of the target’s house/office to scare him to pay the extortion amount.

After the task, they are told to quickly exit and harboured at changing locations before they are assigned a new task.

The whole machinery works in a well-oiled synchronized manner with no communication between the different parts. The handler operates from abroad using international members. The handler coordinates with different gang members – whether it is the recruiting agent or the logistics provider or the shooter. The phones and SIMs are frequently changed besides the locations.

The funds are being collected abroad in safe havens through Hawala routes by the gang members who have escaped overseas through the donkey (mule) route or other alternatives.

APPEAL: The  law enforcement agencies have exposed the exploitation of youth by these gangs. The young recruits feel they will be able to make a name in their peer group by joining the gang. They are not able to foresee the evil trap and dark future ahead. Once they are trapped, there is no escape. Rest of their short lived life is spent behind bars or in the courtrooms. Their families have no option but to abandon them as they would not like to face prosecution for their illegal activities. They never get the money extorted. They lead a hand to mouth existence begging for their daily expenses, while the Kingpins and handlers amass wealth and enjoy luxurious life abroad.

MOLDULE: I

On 23.04.2023, a firing incident occurred at a house in Hari Nagar Ashram, wherein 5 rounds were fired at the main door of the house. Subsequently, a case vide FIR No. 140/23 U/s 336 IPC & 25/27 Arms Act was registered on the statement of one eye witness. Further the victim of the Hari Nagar Ashram, New Delhi stated that in the intervening night of 23-24 March he received some voice messages on his phone from an unknown international mobile number in which the sender claimed himself as gangster Anmol Bishnoi (brother of Lawrence) and demanded extortion amount of 2 crores from him or else threatened of dire consequences.

He repeatedly received messages from unknown foreign origin numbers for demand of extortion amount till 28th March. He was given a deadline of 2nd April to pay the amount. On 24.04.2023, there was a firing incident on his adjacent house and he again received threatening voice call from an unknown number claiming himself from Lawrence Bishnoi group and demanded money. Thereupon, a separate case vide FIR no. 141/23 U/s 387 IPC was registered at PS Sun Light Colony.

OPERATION: Team analyzed the CCTV footages of area and tracked the movement of alleged persons. The alleged took an auto from Jangpura and reached at Dhaula Kuan and boarded a bus going to Dharuhera, Haryana. The Conductor of the bus later revealed that alleged persons left the bus at Bilaspur Chowk, HR and they were asking for mode of transport for Pataudi, HR.

Therefore, sources at Pataudi were developed and sensitized about the alleged persons. It was further developed that the shooters belong to Village Kilori, Distt. Churu, Rajasthan. The team focused on village Kilori and succeeded to identify two juvenile shooters ‘N’ (Age 16 yrs) and ‘M’ (Age 17 Yrs). Both shooters had joined the gang and left the village, and had not returned back. After a long meticulous exercise at nearby areas, the team succeeded in locating their hideouts. A raid was conducted at a PG house in Sirsa, Haryana. It was revealed that the other two accused had left the PG house few days ago.

The team worked relentlessly and continued its operations to nab the absconding accused. Information was developed with reliable sources and the hard work of team yielded result when specific information was received regarding the criminals.

Mr. Ravinder Singh Yadav, IPS, Special Commissioner of Police, said, during interrogation, they revealed that the accused were in contact with gangster Anmol Bishnoi of Lawrence Bishnoi-Sampat Nehra gang. Anmol Bishnoi tasked them to open fire at the house of a Sardar to put him in fear. On the directions of Lawrence Bishnoi, his brother Anmol Bishnoi demanded extortion amount of Rs. 2 crores from the target but he did not respond. Sampat Nehra is one of the kingpins/leaders of Lawrence gang. He arranged the shooters for the above task with the help of his recruiting agents in Rajasthan.

Acting upon the secret information, a trap was laid at Dhaula Kuan, Delhi and they were intercepted. The police party signaled them to surrender but one of them took out the pistol and tried to resist the police team. The police team overpowered all of them.They were interrogated and identified. One of them was major namely Harain @ DevilR/o Rajkot, Puneet Nagar, Gali No-8, Gujarat and remaining two were found (juveniles) CCLs R/o Churu, Rajasthan. All of them disclosed the sequence of event leading to the firing incident of Sunlight Colony.

Interrogation:  Mr. Ravinder Singh Yadav, IPS, Special Commissioner of Police, said, during interrogation, they revealed that the accused were in contact with gangster Anmol Bishnoi of Lawrence Bishnoi-Sampat Nehra gang. Anmol Bishnoi tasked them to open fire at the house of a Sardar to put him in fear. They were later told by their handler that they opened fire at the wrong house which was adjacent to the complainant house.So they were told to go again and fire upon the right house (of target), but when they reached at Dhaula Kuan, Delhi, they were apprehended by the team of Crime Branch which had been on their hot chase.

Profile of the accused (major):

Haren @ Devil is a resident of Rajkot, Gujarat. He is studied up to 10th class and is a follower of Anmol Bishnoi on Instagram and used to communicate with him. Anmol asked him to work for the gang, so he left his house and started living at the hideouts of Bishnoi gang in Punjab, Rajasthan and Haryana.On the directions of Anmol Bishnoi, he threatened a reputed merchant at Hanuman Garh, Rajasthan to fulfill the demand of his gang leader. In this regard, a case FIR No. 195/23 U/s 384/386/34 IPC, was registered at PS Sangariya, Hanumangarh, Rajasthan.

Team: The team of NDR, Crime Branch lead by DCP Amit Goel comprised of ACP Umesh Barthwal, Inspr. Rampal, Inspr.Rakesh consisting of SI Amit, SI Anuj, SI Mukesh, ASIs Ashok, Narender, Narender Godara, Vikas, Ravinder Tomar HCs Ravinder, Nahanji, Sukhbir, Dinesh, Rahul, Irshad, Kamal, Bhagsingh, Jaspal, Amit, Sanjay and Ct. Satyawan.

MODULE:-II 

The same team busted another extortion racket of the same gang by arresting two sharpshooters of Naresh Sethi gang named Sameer,18 years, R/o Sampla, Rohtak, Haryana and a CCL after a brief shoot out near Mundka, Delhi. A case FIR No. 319/2023, U/s 307/387/34 IPC & 25/27 Arms Act, PS Narela, Delhi was solved with the arrest of these sharpshooters of Naresh Sethi gang.

On 17/04/2023, a property dealer, who is resident of Sonipat, got a threatening call for extortion. On 24/04/2023, he again received a threatening call from one Akshay, a gangster based out of India. On 27/04/2023, three boys came on a motorcycle and opened fire upon the complainant while he was sitting in his office at Lampur, Narela, Delhi. The complainant got a bullet injury in his hand while his friend sustained a bullet injury on his head. Accordingly, the case FIR No. 319/2023 was registered at PS Narela, Delhi.

In this case, this team of NDR, Crime Branch arrested two sharp shooters of Naresh Sethi gang, one of them being Sameer (18 yrs.) r/o Sampla, Rohtak, while the other is a juvenile (CCL).

Module-III

The third module has been busted by the team of NR-I, Crime Branch. 03 members of Kala Jathedi and Lawrence Bishnoi gang named 1) Sunny @ Prince, 19 years, R/o VPO Katewara, Sheri Panna, Delhi, (2) Ashu @ Parvesh, 20 years, R/o Village Qutabgarh, Delhi and (3)Sunny @ Parveen @ Shiv, 25 years R/o Village Firojpur Bangar, Sonipat, Haryana from near Manokamna Apartment, Sector-34, Rohini, Delhi have been arrested. 4 pistols including one semi-automatic pistol loaded with 09 live cartridges and 3 country made pistols with 10 live cartridges have been recovered from them. The recovered motorcycle is found to be stolen in E-FIR No. 000287, U/s 379 IPC, PS Alipur, Delhi.

OPERATION: Specific information was received by HC Trishpal about 03 persons having possession of illegal arms and previously involved in armed robbery case of police station Mundka who would come on a stolen bike near Manokamna Apartment, Sector-34, Rohini, Delhi.

On the basis of information, a team comprising of SI Amit Maan, HC Trishpal, HC Narender, HC Rajesh, HC Surender, HC Sandeep, HC Sonu and HC Amit led by Insp. Pankaj Thakran and under close supervision of ACP Vivek Tyagi was constituted to nab the accused persons.

The information was developed and a trap was laid near Manokamna Apartment, Sector-34, Rohini, Delhi and three persons were apprehended. Later on, they were identified as (1) Sunny @ Prince, 19 years, R/o VPO- Katewara , Sheri Panna, Delhi, (2) Ashu @ Parvesh, 20 years, R/o Village Qutabgarh, Delhi and (3) Sunny @ Parveen @ Shiv, 25 years R/o Village Firojpur Bangar, Sonipat, Haryana. One semi-automatic pistol loaded with 09 live cartridges and 02 country made pistols with 10 live cartridges were recovered from their possession and one motorcycle was also recovered. In this regard, a case FIR vide No. 71/2023, U/s 25/54/59 Arms Act has been registered at PS Crime Branch. The recovered motorcycle was also found stolen in E-FIR No. 000287, dated 03.01.2023,u/s 379 IPC, PS Alipur, Delhi.

INTERROGATION: During interrogation, it was revealed that all the above accused were acting upon the directions of jailed accused Priyavart @ Kala R/o Village- Katewara, Delhi, another notorious gangster of this syndicate. From inside the jail, Priyavart contacted the arrested accused Sunny @ Prince and tasked him to eliminate his partner R/o Village- Qutabgarh, Delhi. He also tasked him to create terror and fire gun shots at an electronics showroom situated at his village- Qutabgarh, Delhi to extort money from its owner. To commit the above tasks, they robbed a car in the area of police station Mundka. In thisregard, a case FIR No. 282/2023, U/s 392/397/34 IPC, PS Mundka was registered.

During sustained interrogation, it was revealed that, the arrested accused persons came in contact with the Kingpins Virender Pratap @ Kala Rana, Rohit Godara and Goldy Brar of this syndicate. Accused Rohit Godara and Goldy Brar told them to reach at DDU Hospital, near Tihar Jail and at Gurugram, Haryana to collect more arms and ammunition and tasked them with details of other victims to be targeted one by one.

Priyavart disclosed that in the year 2015, he along-with his partner R/o Village Qutabgarh, Delhi got the tender to collect cash from MCD toll from vehicles, but meanwhile he was jailed, therefore, his partner did not give his full share of collection to Priyavart from the toll business and so he wanted to eliminate his partner.

Further, one more motorcycle was recovered whose engine and chassis number have been erased and one double barrel country made pistol with five live cartridges were also recovered at the instance of the accused.

KNOW THE ACCUSED:  Accused Sunny @ Parveen @ Shiv, 25 years R/o Village Firojpur Bangar, Sonipat, Haryana is unmarried and school dropout. He used to work at Dharam Kanta in Bawana, Delhi. He is previously involved in FIR No. 427/19, u/s 302/34 PS Kundali, Haryana, and during jail custody he came in contact with gang members. 

Accused Ashu @ Parvesh, 20 years, R/o Village Qutabgarh, Delhi is unemployed and has studied upto 10th class.

Accused Sunny @ Prince, 19 years, R/o VPO- Katewara, Delhi is unemployed and a school dropout.

Profile of the gang leaders/kingpins:

Accused Satwinderjit Singh @ Goldy Brar is a most wanted criminal in various criminal cases. He hails from Faridkot of Punjab and currently living abroad. He is a prominent member of this criminal syndicate. The investigation of the recent criminal cases registered against the gang members of the Bishnoi gang has revealed that, since Lawrence Bishnoi is under custody and lodged in a jail, this criminal gang is being operated by Goldy from outside India.

He is directly involved in the recent gang war related killings committed by the gang and also in the various extortion cases. He coordinates the activities of the gang, identifies the targets, deputes gang members for the specific crimes and arranges weapons and logistics for them. In this way, he is acting as a control room for this gang based outside India. The recent gang war between Bishnoi gang and Bambiha gang is being orchestrated by him from overseas. The gang war owes its genesis to the murder of his cousin gangster Gurlal Brar by shooters of Bambiha Gang on 10 October, 2020 in Chandigarh. He vowed to avenge the murder of his cousin by the rival Bambiha gang. For this purpose, he mobilized his gang members and deputed them to target those directly involved in the murder of his cousin. These targeted killings by his gang and retaliation by the Bambiha gang had led to a gang war in Punjab in which around 7 gangsters and their associates have been killed in various attacks.

Satwinderjit Sigh is targeting those persons whom he thinks were responsible for the murder of his cousin. In addition to this, Satwinderjit Singh is also involved in large scale extortion rackets being run in Punjab, Delhi, Rajasthan, Haryana etc. and handles the extorted money.

Accused Lawrence Bishnoi S/o Lavinder Bishnoi took admission in Law department of Punjab University in the year 2007 where he befriended Sampat Nehra R/o Churu, a student of Khalsa College, Chandigarh and Virender @ Kala Rana R/o Yamuna Nagar. In the year 2008, Lawrence Bishnoi, while campaigning for the post of president in university election, got in trouble with opposition candidate and shot him with his friend’s rifle. For this, he was arrested u/s 307 IPC and confined in Burail jail.

After this till the time Lawrence Bishnoi completed his law degree in the year 2012, he was active through his party SOPU and was a regular visitor to prisons for indulging in various violent incidents.

In the year 2013, his party candidate Balkaran was running for the president post in Govt. College Muktsar and his opposite candidate Avatar was got killed in a shooting incident by Goldy Brar. Lawrence Bishnoi kept getting in and out of various state prisons from 2014 to 2016 where he kept on meeting various gangsters and increased his presence in illegal weapons trade, protection money business, illegal liquor smuggling and extortion. Lawrence Bishnoi has become adept at running his business from inside the prisons.

In the year 2016, he was arrested for attacking jail superintendent. He planned and executed the murder of Chhotu Bhaat R/o VPO Chotala, Haryana in Dabawali Court. In 2017, he increased his strength by colluding with local gangs of Haryana. He started extortion modules in Jodhpur and other places in Rajasthan. He formed a nexus with smugglers and gang of Anant Pal Singh in jails of Rajasthan. He planned and executed a series of murders of his rival gangs. He was arrested in murder case of Vashudev Iraani and was brought to Jodhpur Court where he saw Salman Khan, the actor, who was there for his court hearing in black buck poaching case. He threatened to kill Salman Khan. He was jolted when his gangster Ankit Bhadu was killed in a police encounter. He plotted to send his gang members out of the India to ensure that his dealings go on uninterrupted even if the key members are in prisons. Kala Rana and Goldy Brar were the members who were sent abroad to run their criminal activities. The gang started extorting protection money from smugglers in Rajasthan, Punjab and Haryana and opened fire at businessmen who refused to pay. Even while being inside prisons, he controlled his gang’s activities through video calls and internet based services.

Accused Sandeep Jhanjharia @ Kala Jathedi S/o Rajender Singh R/o Vill- Jathedi, Distt- Sonipat, PS- Rai, Haryana was born in 1983. He studied upto 12th standard from Sonipat, Haryana. In his school days, he came in association with some bad elements and got introduced to Raju Basodi. During his jail term, he met with Anil Chippi, Sunil Banda Nahariya, Naresh Sethi, Rakesh @ Raka, Manish (Kaushal’s brother), Amit Dagar and Sandeep @ Bandar. He indulged in a series of murders and crimes.

He formed a big gang and started committing extortion through his associates, while himself being in jail. In 2016, Naresh introduced him to Lawrence and Sampat. The newly formed gang continued to commit murders in Delhi-NCR. The gang started taking instructions from Lawrence Bisnoi, Sampat Nehra, Kala Jathedi and Naresh Sethi. In January 2020, he hatched a plan in connivance with Lawrence Bishnoi to escape from the police custody. On 1st Feb 2020, Sandeep @ Kala Jatheri fled from jail van when his accomplices namely Naresh @ Sethi, Kapil Jhajjar, Ravi Bhola, Vikas Bhadana and 4-5 minors opened fire indiscriminately on the jail van. The Gogi gang also joined this syndicate.

Accused Sampat Nehra R/o village Kalori, Rajgarh, Rajasthan had athletic inclinations since childhood and had won many state and national level medals. In university, he became friend with Lawrence Bishnoi and is part of several shooting incidents executed by the gang.

Accused Naresh Sethi R/o Jhajjar, Haryana is also one of the kingpins of the gang who completed his polytechnic in the year 2006. Later on, he entered the world of crime and was arrested in the case of dacoity in Delhi with his associates. In the jail, he came in contact with Sandeep @ Kala Jathedi and Anil Chhipi, both gangsters lodged in Tihar jail.

In the year 2011, he came in contact with Rajkumar @ Raju Basaudi, Sunil @ Banda besides others. After this, he committed murders and dacoities across Delhi, Haryana and Maharashtra.

In the year 2012, he along with his associates intercepted a jail van and killed Dilbagh and Fauji inside the jail van because Anil Chhipi had rivalry with them. He was arrested and sent to Rohtak Jail. By this time, he had become an important member of Sandeep @ Kala Jathedi gang, and he started committing crimes through his associates. He got murders committed and extortion calls made while lodged in jail.
In the year 2016, while in Gurugram jail, he met Deepak @ Tinu Bhiwani, who was a member of Lawrence Bishnoi–Sampat Nehra Gang and who introduced him to Lawrence. He introduced them to Sandeep @ Kala Jathedi and the large crime syndicate took shape.

In the year 2017, Sampat Nehra got freed Tinu Bhiwani from the custody of Haryana Police in Panchkula after attacking on the Police party. The gang committed murders of rivals and in this way, Lawrence Bishnoi gang came in contact of the gangs in Delhi NCR. Several criminals like Akshay Palda, Bhandu Karor and others also joined their gang and committed several murders. The newly formed gang used to take instructions from Lawrence Bishnoi, Sampat Nehra, Kala Jathedi and Naresh Sethi.

He escaped from custody of Haryana Police while visiting Safdarjung Hospital in the year 2019. The resources of escape were arranged by Lawrence Bishnoi through Kala Rana and RajuBasaudi.

In the year 2020, Lawrence Bishnoi and Sampat Nehra asked him to free Sandeep @ Kala Jathedi. He alongwith his associates attacked the police van on Gurugram-Faridabad road and helped in escape while he himself was caught Presently, one of his relative Akshay, who is living abroad, is committing extortion and scaring businessmen by firing on them through other associates.
