DEMAND TO CREATE “REVOLVING FUND” TO REIMBURSE THE BRIBE MONEY TO THE COMPLAINANT

Ms. Sunaina, Advocate of Panjab and Haryana High Court and social avtivist in a communication to CM Punjab, Chief Secretary, DGP, Punjab, has urged   to create a “REVOLVING FUND” to  return/reimburse the bribe money to the complainant who enabled the Vigilance Bureau cops to lay traps for the corrupt employees. 

In her communication she she urged for the strengthening of the ongoing anti-corruption drive in Punjab.

Its well-known and welcome mission of Punjab Government's 'zero tolerance' policy towards corruption. To achieve this goal Hon. Chief Minister Sh. Bhagwant Mann Ji launched the anti-corruption helpline number +91 9501 200 200 and appealed to the people of Punjab to share complaints pertaining to corruption via this WhatsApp so that the state could be made corruption-free.

Results are very good as thousands of complaints have been lodged on this given number. As it was announced by State govt. that if someone demands a bribe from you, don’t refuse, make a video/audio
recording and send it to the number.

Ms. Sunayana , said, this Idea/System of such Revolving fund/Reserve money is running successfully in the State of Rajasthan, Haryana etc. It’s also very important to direct the concerned department officials to get the pending work of the complainant done for which he was paying/giving corruption money to the corrupt official.  

 

As per ongoing procedure aggrieved people are lodging complaints on above mentioned number, against government officials who are demanding bribe for getting their work done. After going through proper scrutiny these made complaints are taken up by State  Vigilance Bureau officials. A trap or raid is planned/conducted by the Vigilance Bureau against the state employees, officers, or cops who were receiving the bribe from the complainants. During the organized live trap, the complainants had to pay bribe from their pockets and after the raids the cash recovered from the venal (bribed/corrupt) persons, it is deposited in the court during the trial.

Normally case under the Prevention of Corruption Act lasts for at least three to five years and the complainant do not receive the money that he paid to the venal (bribed/corrupt) till the disposal of the case.

It is pertinent to mention here that issue of providing trap money  by the complainant is not only bothering the investigating agencies but complainant also often feels that the amount used for the trap is not only a financial loss, but also a burden on him. This discourages many complainants to come forward freely and affects the drive against eradication of corruption. 

But in case a big amount is demanded from the complainant in the form of bribe and the complainant is unable to arrange the money immediately then in some cases complainant decides not to approach
the VB if the bribe money being demanded is huge.

Also, the amount provided by the complainant at the time of the trap remains deposited in the court till its final decision and the complainant does not get the amount back for a long time, leading to hardships.

Here is the official data especially of the trapped cases of demanding corruption money. ‘As per Government announcement “anticorruption action line’ has set a new record, and in one year over 300
corrupt officers have been put behind bars. Corruption is as dangerous as a heinous crime committed against the integrity and dignity of a state and its citizens whether committed by
service providers or seekers.

As it’s a dream of State Government to see a 'Corruption-free Punjab' with everlasting development of private & Public sector bringing and maintaining smiles on the faces of the people, especially the youth of Punjab.
