DELHI POLICE BUSTED INTERNATIONAL RECRUITING AGENCY WGA VISA INDIA, DUPING 63 ASPIRANTS OF JOB, FOUR ARRESTED

TWO FOREIGN NATIONALS CHEATS OF RUSSIAN FEDERATION NAMELY ARTEM TOLKACHEV AND IGOR SIRENKO AND TWO INDIANS ARRESTED, THEY DECEIVED APPROXIMATELY 63 VICTIMS OF OVERSEAS JOB ASPIRANTS ON THE PRETEXT OF PROVIDING WORK PERMIT VISA IN FOREIGN COUNTRIES I.E. POLAND, GERMANYØ & OTHER EUROPEAN COUNTRIES. 5 LAPTOP, 7 MOBILE PHONES, 04 PASSPORTS, FAKE OFFER LETTERS, RESUMES, QR CODES FOR RECEIVING MONEY, RS. 76,000/- AND CURRENCIES OF USA, RUSSIA, POLAND AND NEPAL RECOVERED

On the basis of a complaint received in Cyber Cell from one Mr. Yogesh Girdhari Gahane r/o Nagpur, Maharashtra about cheating of Rs. 75000/- on the pretext of Work Permit VISA for Poland/Germany & other European countries by one fake/unregistered visa consultancy in the name of WGA Visa India Pvt. Ltd. in Delhi. The Cyber cell traced the consultancy in Patel Nagar near Metro Station and arrested two cheats of Russian Federation Nationals namely Artem Tolkachev and Igor Sirenko, and their Indian employees namely Sagar Sharma and Rohit, who duped innocent people in lieu of providing Work Permit visa for Poland/Germany & other European countries.

Continuing the drive by Crime Branch against Cyber fraudsters, who are duping gullible citizens, a dedicated team of Cyber Cell, Crime Branch led by Insp. Virendra Singh, comprising SI Satwant Singh, ASI Kanwarpal, HC Anand Kumar, Cts Ravi and Bijender, under the supervision of Sh. Pawan Kumar, ACP/Cyber Cell and guidance and close supervision of Shri Rakesh Paweriya, DCP/Crime Branch, Delhi has formed to act upon. After receiving the complaint of Mr. Yogesh Girdhari Gahane r/o Nagpur, Maharashtra in Cyber Cell, Crime Branch, Delhi that some foreigners are involved in running unauthorized/unregistered work visa agency in Delhi.

Inspr. Virendra Singh along with SI Satwant Singh and team enquired onto the complaint and revealed that complainant as well as dozens of other victims were also deceived of huge amount on the pretext of providing Work Permit VISA in Foreign Nationals i.e. Poland, Germany & other European countries by one WGA Visa India Private Limited situated at Patel Nagar, Delhi it also came to know that Fraudsters/scammers contacted the complainant through Instagram and then shared link of their fake website to allure for cheating.

Accordingly, on 18.03.2024, team conducted a raid of said premises to verify the facts, where one Indian namely Rohit and one Russian Federation foreign national was found present. During enquiry, his identity revealed as Artem Tolkachev, age-33 Yrs, Passport No. 766891674, Russian Federation National. On questioning about the allegation levelled in complaint, he started trying to mislead the police party. He was asked to provide the copy of valid license/permit issued by protectorate of emigrants, MEA, India, which is required for running emigration services in India but he failed to do so.

On searching the premises, various incriminating documents, mobile phones, laptops, payment QR codes, rubber stamps etc. were recovered. Meanwhile, Artem Tolkachev tried to flee away but he was overpowered by SI Satwant Singh with the help of Ct Ravi and other staff. He further disclosed that he is running this business along with his partner namely Igor Sirenko, also Russian National.

On the instance of Artem Tolkachev, a raid was also conducted at the location of Igor Sirenko in DLF Capital Greens, Moti Nagar, Delhi, where his co-accused was found staying there. Multiple passports and another various document were recovered from the flat. As per the facts and circumstances, a case under appropriate sections of laws has been registered at PS Crime Branch and both Russian nationals were arrested in this case.

INTERROGATION:  Mr. Rakesh Paweriya, IPS, DCP, Cyber Cell, Crime Branch, Delhi , said, during interrogation, they disclosed that they had started an unauthorized/unregistered Overseas Work Visa agency namely “WGA Visa India Pvt. Ltd. under the name of one Auto driver Sajjan Singh r/o Baljeet Nagar after appointing him as director of the company at Patel Nagar, Delhi. In October-2022, Sajjan Singh used to work as an auto-driver of Igor Sirenko, who offered him for job.

Mr. Rakesh Paweriya, IPS, DCP, Cyber Cell, Crime Branch, Delhi , said, during interrogation, they disclosed that they had started an unauthorized/unregistered Overseas Work Visa agency namely “WGA Visa India Pvt. Ltd. under the name of one Auto driver Sajjan Singh r/o Baljeet Nagar after appointing him as director of the company at Patel Nagar, Delhi. In October-2022, Sajjan Singh used to work as an auto-driver of Igor Sirenko, who offered him for job.Thereafter, Igor Sirenko opened joined account of Sajjan Singh and Artem Tolkachev and established him 15% director in WGA Visa India Private Limited. Artem Tolkachev introduced himself as Managing Director and authorized signatory of the aforesaid company

Igor used to run all the affairs without coming into the picture from his rented accommodation in DLF, New Moti Nagar, Delhi, the overall supervision was of Natsya, who looked after all functions of the company thorough CCTV from Russia. The motive to open the company is to cheat the young innocent Citizens of India on the pretext of providing fake work Permits regarding employment at non-existing companies at Poland, Germany, Lithuania, Netherlands, Luxembourg and other European countries because Indians are the most passionate for going abroad at any cost.

They created and handled an Instagram page namely "wgapoland" (WorkGroup Agency) and through social media Apps, they used to run Ads of their company. In Feb/March 2023, for targeting the victims, they have hired Indians through Workindia App on salary basis and used them for tele-calling the victims to meet the language barrier.

A written script was provided to them and they lured the job seekers on the pretext of providing work visa. Through social media apps like Instagram, WhatsApp etc. they targeted Indian Citizens, who were aspiring to work in European countries. They have charged between 75,000/- in advance in cash and through UPI from the victims for providing different non-existent highly paid jobs in nonexistent companies of Europe.

Their two employees namely Sagar Sharma and Rohit were also arrested after confirming the role in the cheating racket.

RECOVERIES:  05 Laptops, 07 Mobile phone.  04 Passport. 02 QR Codes.  35 Fake offer letters of work permit. 10 Resumes received through Workindia APP,  Cash Indian Rupees 76000/- and 1400 American Dollars.

KNOW THE ACCUSED:

Artem Tolkachev is a Russian National and came to India on Tourist Visa on 06 April 2023. He visited different places of India and also visited Nepal and UAE. He along with his associate and boss Igor Sirenko started one unauthorized/unregistered Work Visa agency namely WGA Visa India Pvt. Ltd. at Patel Nagar, Delhi. Later, Artem Tolkachev converted his tourist Visa into Business Visa to stay long period.

Igor Sirenko is Russian National and came to India on Business Visa on October-2022. He along with his associate Artem Tolkachev started the aforesaid business.

Sagar Sharma r/o Delhi is having diploma in Hotel Management from Gwalior. He was previously working in a restaurant in Rajender Place, where Igor Sirenko used to visit. Igor offered him to work at his company as Manager. He is working since October 2023 and getting Rs. 50000/- month. He along with Rohit attend the job seekers, who visited their office and charged certain amounts from them in the name of work visa.

Rohit r/o Delhi got graduation from Dayal Singh College and perusing MBA from Jamia Islamia University. He is working as receptionist with company since July 2023. He along with Sagar Sharma attend the job seekers, who visited their office and charged certain amounts from them in the name of work visa.
