Haryana Right to Service Commission takes strict stance on pending cases

The Haryana Right to Service Commission has taken a strict stand on a complaint related to Karnal district. The complaint alleged that the Women and Child Development Project Officer, Nissing, caused an undue delay in processing the application and forwarding it to the District Program Officer. As a result, the complainant was not provided the entitled benefit within the stipulated time limit. Instead of resolving the case by the deadline, the file was sent to the District Program Officer with significant delay. 

Sharing information in this regard, a spokesperson of the Commission said that after reviewing the facts, the Commission concluded that the Women and Child Development Project Officer, Nissing (District Karnal) was responsible for the delay. The Commission clarified that the District Program Officer, Karnal, bears no responsibility for this delay. 

Rejecting the explanation provided by the officer as unsatisfactory, the Commission held the Women and Child Development Project Officer, Nissing guilty and imposed a symbolic fine of Rs. 1,000. The amount has been directed to be deducted from the officer’s salary and deposited into the State Treasury. 

Besides this, the Commission directed the District Program Officer, Karnal, to ensure that all pending cases in the district are resolved without further delay. A certificate confirming that no case filed before June 30, 2025, remains pending in the department must be submitted to the Commission by October 6, 2025. 

The spokesperson further said that the concerned officers must ensure that the status of each application is updated in real-time on the SARAL Portal, allowing applicants to track the progress of their cases and preventing unnecessary appeals to higher authorities. 

The Commission also directed that a robust internal monitoring mechanism be established at the district level for reviewing pending cases, and the officers should be made accountable for compliance with the RTS standards.
