THE ARRESTED ACCUSED IS ASSOCIATED WITH THE BANNED TERRORIST ORGANIZATION SFJ,  HE WAS PROMISED USD 7,000 FOR THE JOB BY THE SFJ HANDLER, GURPATWANT SINGH PANNUN , ONE ARRESTED FROM FARIDKOT AND ONE FROM BATHINDA 

A team of Special Cell, SWR, led by Inspr. Chandrika Prashad, under the supervision of ACP Sh. Sanjay Dutt, and Sh. Ingit Pratap Singh, DCP/SWR, Special Cell, Delhi arrested accused Pritpal Singh @ Kaka s/o Sardar Gurlal Singh r/o Faridkot, Punjab, age 30 years on August 30. He, along with his associate Rajvinder @ Kale, has been involved in the painting

On August 30, 2023,  of pro-Khalistan graffiti on the walls of different Metro Stations in the area of PS Punjabi, Bagh, PS Paschim Vihar, and PS Nangloi in the late evening hours of August 26, 2023. These incidents were reported vide FIR No. 28/2023 dated August 27, 2023, at PS Nangloi Metro Station and FIR No. 697/2023 u/s 153/153A/505 IPC, r.w. 3 Defacement of Public Properties Act, PS Nangloi, Delhi. 

KNOW THE ACCUSED: Pritpal Singh, s/o Sardar Gurlal Singh, was born and brought up in his native village, Dod, District Faridkot, Punjab. His father was a retired employee of the health department. He completed his education till M.A. from Faridkot, and after that, he did an LLB from Khalsa College, Ganga Nagar, and completed it in 2020. After this, he also earned a Postgraduate Diploma in Forensic Science from Khalsa College, Ganga Nagar, Rajasthan.

During COVID time in 2020, he saw a post on social media regarding COVID patients. That post as a helpline was done by one pro-Khalistan/SFJ person who was an associate of SFJ handler Gurpatwant Singh Pannun. On the given helpline, Pritpal Singh sent the names of himself and his family members and received Rs. 5,000 per name through Western Union.

Mr. H.G.S. Dhaliwal, IPS, Special Commissioner of Police, Special Cell, said, on August 27, when it was learnt that US-based SJF handler Gurpatwant Singh Pannun had posted some videos showing pro-Khalistan graffiti painted by some operatives of SFJ, the team of the Special Cell visited the spots, i.e., metro stations, and minutely examined the CCTVs of those spots. As very limited information was available about the suspects through those CCTV cameras, the analysis and scanning were expanded to nearby roads and places, and the footages of CCTV cameras installed by the local police and Delhi government were also analyzed. Simultaneously, the mobile phone dump of the different spots was also obtained and analysed.

Gradually, they also started voice calling on SIGNAL. They used to discuss refrendum, etc. Pannun also used to tell him about the movements of VVIPs. He won Pannun's trust, and Pannun had sent Rs 5,000 to him several times through Western Union.

In June 2022, Pannun also sent Rs. 90,000 for the treatment of Sh. Harjinder Singh (now deceased), uncle of Pritpal. The money was transferred through Western Union. Pritpal used to receive the money by showing his uncle's Aadhaar card. So far, he has received around Rs. 2 lakh from Pannun.

About a month ago, Pannun tasked him with painting pro-Khalistan slogans (graffiti) in Delhi before the G-20 summit. For this purpose, he was offered 7,000 USD. He got 3500 USD in advance from Pannun.

As per the deal, the rest of the 3500 USD was to be paid to him after the completion of the task. Hence, Pritpal Singh motivated his associate, Rajvinder Kalu, who was working in his office as a labourer. Pritpal offered him half the money, for which he agreed. As per plan, they purchased the paints from Barnala and departed for Delhi from Bhatinda through the Punjab Mail Train on August 25, 2023.

They reached New Delhi Railway Station in the early morning of August 26, 2023, and then they did reconnaissance in different areas of Delhi till 3 PM and finalised the Metro Stations of West Delhi for painting pro-Khalistan slogans.

Then they returned to Gurudwara Bangla Saheb and offered prayers until 5 PM. At about 7 PM, they boarded a bus for Punjabi Bagh and de-boarded near Shivaji Park Metro Station. There, they painted pro-Khalistan graffiti on the walls of metro stations between Shivaji Park Metro Station and Maharaja Surajmal Stadium Metro. Thereafter, they boarded an auto-rickshaw and reached Safdarjang Railway Station, and from there, they boarded a train in the early morning and reached Bhatinda in the morning of August 27, 2023.

OPERATION:  Mr. H.G.S. Dhaliwal, IPS, Special Commissioner of Police, Special Cell, said, on August 27, when it was learnt that US-based SJF handler Gurpatwant Singh Pannun had posted some videos showing pro-Khalistan graffiti painted by some operatives of SFJ, the team of the Special Cell visited the spots, i.e., metro stations, and minutely examined the CCTVs of those spots. As very limited information was available about the suspects through those CCTV cameras, the analysis and scanning were expanded to nearby roads and places, and the footages of CCTV cameras installed by the local police and Delhi government were also analyzed. Simultaneously, the mobile phone dump of the different spots was also obtained and analysed.

On scanning different CCTV footages, two suspects were spotted near the graffiti spots making videos. Through analysis of dump data from mobile phones, some mobile numbers of the Punjab network were found moving on these places at the time of the commission of crime. Accordingly, those numbers were placed on interception, and a team of the Special Cell moved to Bhatinda, Punjab, and started locating the users of those numbers. Finally, on August 30, 2023, the suspect was apprehended and arrested.
Further interrogation is underway.

*Rajwinder Singh  s/o Jarnail Singh, r/o Faridkot, Punjab, the associate of already-arrested accused Pritpal Singh, has also been apprehended by the Special Cell team from Bhatinda in the Graffiti Case. He is being brought to Delhi and will be produced before the concerned courtitself. Rajwinder’s name cropped up during the interrogation of the accused, Pritpal Singh.

It has come out that both Pritpal and Rajwinder came to Delhi on August 26, 2023, did a recce in different areas of Delhi, and finalised the Metro Stations of West Delhi for painting pro-Khalistan slogans.

In the evening, they both reached Shivaji Park Metro Station, and there, they painted pro-Khalistan graffiti on the walls of metro stations between Shivaji Park Metro Station and Maharaja Surajmal Stadium Metro. Thereafter, they boarded a Punjab-bound train and reached Bhatinda in the morning of August 27, 2023. During the scanning of different CCTV footages, Rajwinder is seen along with Pritpal near the graffiti spots making videos.
