A team of New Delhi Range, Special Cell, led by Insp. Shiv Kumar and Insp. Satish Rana, under the supervision of ACsP Sh. Lalit Mohan Negi & Sh. Hridaya Bhushan has arrested three sharp-shooters/henchman of Gogi gang controlled by jailed gangsters Sampat Nehra & Kapil Mann, The gangsters identified as Sumit @ Cheeta (age 18 years) s/o Rajender Kumar r/o H. No. 1538, Minghan Pana , Village Badli, Jhajjar, HR, Rohit @ Joshi (age 24 years) s/o Late Madan Lal r/o Village Badli, Pana Chudaan, Distt. Jhajjar, Haryana and one juvenile.
They are wanted in a sensational case of attempted firing and demanding extortion of Rs. 2 Crores from a businessman of Narela, Delhi. The incident was captured in CCTV and went viral and created panic among general public. From the arrested persons one Pistol of .32 bore, one country made revolver with 09 live cartridges were recovered from the accused Sumit and Rohit respectively at the time of their arrest. In this regard a case has been registered under relevant provisions of law.
Police said, on 04.06.2024, a case u/s 336/511/384/34 IPC was registered at PS Narela, Delhi on the complaint of a person who is running an office of sale purchase of properties in Narela, Outer North, Delhi. It was stated by the complainant that he was present in his office with his Personal Security Officer (PSO) when he witnessed a young boy aiming a Pistol and attempting to fire in front of his office at around 6:30 PM. Despite multiple attempts, the assailant was unsuccessful in firing the weapon.
Upon seeing this, complainant an alarm and his PSO intervened. The unknown assailant, along with his associate, fled the scene on a Scooty towards Bawana upon seeing the PSO. Complainant further reported that he had received a WhatsApp call on his mobile on 02.06.2024 from an international number where by the caller demanded extortion money Rs. 2 Crore from complainant on behalf of Sampat Nehra and threatened him with dire consequences.
The Special Cell diligently tracks the criminal activities of criminal gangs active in and out Delhi. To gather information about these gangsters and also their criminal activities and to dismantle this network, sources are cultivated on regular basis and technical and manual surveillance is also mounted. In these relentless efforts, reliable inputs were received on 10.06.2024 that the shooters involved in the firing in Narela on 04.06.2014 are hiding themselves in the areas of Shahbad Dairy, Delhi.
Pratiksha Godara, IPS, DCP, Special Cell, said, a team of Special Cell/NDR was formed and a trap was laid around bus stand Shahbad Dairy, towards Bawana Road, Delhi. At 9 PM, two youngsters identified as Sumit Gulia and one juvenile were spotted near bus stand Shahbad Dairy. When both were surrounded by the police team and asked to surrender, Sumit Gulia whipped out his pistol and tried to load it. Both were overpowered and disarmed by the police team. One Pistol of .32 bore with 4 live cartridges was recovered from the possession of accused Sumit Gulia.

Later, during PC remand at the instance of Sumit , one more associate/ gang member of this Sampat Nehra-Gogi gang syndicate namely Rohit was arrested on 12.06.2024 and country made revolver with five live cartridges was recovered from the possession of accused Rohit @ Joshi.
Recovery:-One Pistol and one country made revolver with 9 live cartridges.
BACKGROUND & CRIMINAL HISTORY
Accused Sumit Gulia is studying in second year of graduation from MD University. His father owns a shop of music systems in the village. He came in contact with Kapil Mann and Sampat Nehra through Rohit @ Joshi of his own village. On the directions of Kapil Mann, he along with one juvenile attempted to fire at the office of a businessman of Narela, Delhi for extortion.
Accused Rohit @ Joshi left his studies after 9th standard and started working as helper in a shop in his village. He was arrested after a quarrel with his neighbours in November, 2022 and in this case he was sent to judicial custody. In Jail he met Jaimeet @ Monu of his village who belongs to Gogi gang. Jasmeet further introduced him with Kapil Mann, a close associate of Gogi Gang. In the year 2023, after getting bail, he started doing job as a driver in a cab company at IGI airport for pick and drop of airlines staff.
He was in regular touch with Kapil Mann who directed him to recruit some juveniles for committing crime for Gogi gang syndicate. On this, he lured Sumit Gulia and another juvenile of his own village for firing and demanding extortion money from the businessmen of Delhi NCR. Investigation is underway to find out the forward and backward linkages of this syndicate.
