Central Bureau of Investigation (CBI) has registered a case against two accused including then DGM, EPIL, Bhilai and Partner of a Bhilai based private company. Searches are being conducted at the official & residential premises of both accused in Bijnor (UP) and Bhilai (Chhattisgarh).
It has been alleged that Bhilai Steel Plant at Bhilai, Dist. Durg, Chhattisgarh (under the Steel Authority of India Limited) and M/s Engineering Projects (India) Limited, (EPIL), (A Govt. of India Enterprise) entered a contract on 30th April 2010 to set up Augmentation of Raw Material Receipt & Handling Facilities with new OHP, Part (Package-61) at Bhilai Steel Plant at contract price of Rs.5,50,82,27,000/-. Consequent to this, EPIL (a Govt. of India company firm for executing of projects in various sectors especially Steel and Power) floated multiple NIT (Notice Inviting Tender) for civil construction works under the PKG-061 and multiple companies/firms including firm of the accused partner, were separately awarded Civil Construction Work of “PKG-061”.
Further, private company of said partner, submitted forged Gate Material Entry Challan known as Form CISF-157 and store issued slip, along with forged invoices. It was also alleged that CISF form-157 were verified by accused Dy. General Manager, EPIL. As per price schedule of Work Orders, rate of supply and placing of reinforcement steel was allegedly fixed at Rs.70,000/- per MT, thus, accused said partner of a private firm, allegedly obtained wrongful gain of Rs.84,05,880/- by submitting forged invoices and caused corresponding wrongful loss to EPIL.
