ARRANGED THEIR JOURNEY TO BIRMINGHAM,UK. PAX ARRIVED AT IGI AIRPORT FROM KOLKATTA. INTENDED TO TAKE FLIGHT TO BIRMINGHAM,UK. CAUGHT BY THE CISF OFFICIALS ON THE BASIS OF SUSPICION.. TWO ASSOCIATES WERE ARRESTED EARLIER IN THE CASE.

Continuing crackdown on fraudulent agents, staff of PS IGI Airport arrested one fraudster Punjab-based agent namely Paramjeet Singh S/o Jasbir Singh R/o VPO-Rampur Jagir, Tehsil-Sultanpur Lodhi, Distt- Kapurthala, Punjab, Age 27 Years in Case FIR No. 354/2024, Dated 19.05.2024, U/S 420/468/ 471/ 201/ 120B IPC PS IGI Airport, New Delhi. He along with his associates had arranged fake CDCs for the journey of four pax to UK.
The facts of the case are that on 19.05.2024, one complaint was received in the police station IGIA from the officials of CISF, wherein it was mentioned that on 19.05.2024, on behavior detection by using observation technique CISF staff observed 04 Indian passengers whose activities seemed suspicious at departure forecourt area near departure entry gate.
Their identities were revealed as Harmanjot Singh, Jaiveer Singh, Kulvinder Singh and Dilsher Singh. On enquiry, it was revealed that they had arrived from Kolkata by Air India flight and further supposed to travel to Birmingham by same airlines.
On a doubt basis, all the pax were kept under surveillance and were enquired, but reply given by them was not satisfactory. On scrutiny of their travel documents, CDCs (Continuous Discharge Certificate) carried by them were found counterfeit. A case FIR No. 354/2024, Dated 19.05.2024, U/S 420/468/471/201/120B IPC PS IGI Airport, New Delhi was registered accordingly and investigation of the case was taken up.
INVESTIGATION: Usha Rangnani, IPS Dy. Commissioner of Police IGI Airport, said, during course of investigation of the case, all the four pax (1) Kulvinder Singh S/o Butta Singh R/o Vill Kurali, Saharanpur, Uttar Pradesh 43 years (2) Harmanjot Singh S/o Tarsem Singh R/o Vill Said Mubarak, PO Balpurian, Tehsil Batala, Gurdaspur, Punjab Age 22 years (3) Jaiveer Singh S/o Sukhbir Singh R/o Vill Thatta, PO Preet Nagar, Tehsil Lopoke, Amritsar, Punjab Age 19 Years (4) Dilsher Singh S/o Gurmeet Singh R/o VPO Bath, Tarn Taran, Punjab Age 19 years were arrested in the case. On interrogation, they disclosed all of them wanted to go abroad for earning money and they had met each other through agent Paramjeet Singh who agreed to send them Birmingham, UK in lieu of Rs. 22 Lakhs each on fake CDCs.

They gave amount of Rs 10 lakhs as advance and it was decided that remaining amount would be paid after reaching UK. They further revealed that as per the directions of the agent, they went to Kolkata and from there came to Delhi by flight and further supposed to travel to Birmingham by same airlines. They also disclosed that as per the instructions of the agent Paramjeet Singh, they had met with one Salman Abassi who was working at Airport who assured them in boarding their flight. They also revealed that the agent was kept guiding them over phone but they were caught by CISF officials on suspicion basis.
During course of further investigation, one employee of Air India Sats namely Salman Abassi was also arrested in the case who was found involved in the case as on the analysis of CCTV cameras, his activities/movements were seen doubtful. On interrogation, accused Salman Abbasi disclosed that he was in contact with agent and one of the associate of agent namely Shahnawaj had send him the picture of all the passengers for boarding on fake CDC documents.
The accused Shahnawaz was also arrested in the case. On interrogation, he disclosed that he was working at Airport earlier and was working with the agent Paramjeet Singh on a commission basis. The agent used to send him details of passengers and their photos and he further send them to Salman Abbasi. Salman Abbasi's duty was of checking, boarding and documents checking and he used to get boarding of passengers by taking his commission.
Several raids were conducted at the possible hideouts of the agent Paramjeet Singh but despite best efforts, he could not be traced. His anticipatory bail applications were also dismissed by Session Court & Hon’ble High Court of Delhi.
A dedicated team led by Insp. Sushil Goyal, SHO/PS IGI Airport, comprising of Insp Satish and HC Birju was constituted under the close supervision of ACP/IGI Airport and the overall supervision of the undersigned. The team was briefed properly and tasked to nab the absconding culprits at the earliest.
After sincere and dedicated efforts of the team, accused agent Paramjeet Singh S/o Jasbir Singh R/o VPO-Rampur Jagir, Tehsil-Sultanpur Lodhi, Distt- Kapurthala, Punjab, Age 27 Years, was arrested in the case from Delhi.
On sustained interrogation, accused Paramjeet Singh confessed his guilt and disclosed that he has studied up to 12th class and was working as an agent to earn quick money. He further disclosed that he along with his associates used to dupe people in the name of sending them abroad and providing job opportunities there. The accused also revealed that all the pax had approached him and showed their interest in going abroad.
He assured them that he would arrange all their documents i.e visa, fake CDC & journey to Birmingham, UK in lieu of Rs 22 lakhs each. As per the deal, the pax gave him advance amount of Rs 10 lakhs and it was decided that remaining amount would be paid after reaching the destination point. The agent also confessed that he along with his associates had arranged all documents including fake CDC for the journey of the pax to Birmingham, UK.
Investigation of the case is in progress to unearth the involvement of other agents and to scrutinize bank accounts of the accused and to trace his possible involvement in other similar complaints/cases also.
POLICE ADVISES: All passengers and travelers are advised to procure their travel documentation only through authorized agencies. Beware of fraudulent agents offering cheaper rates for journeys abroad. Ensure the authenticity of the agencies and verify all documents to avoid legal complications and travel disruptions.
