In a significant move to improve public convenience and reduce waiting times for property registration, the Haryana Government has announced an expansion of online e-appointment services across all tehsils and sub-tehsils in the state. This expansion will see the number of available e-appointments increase from 100 to 200, with Tatkal e-appointments rising from 10 to 50, except in Gurugram.

While sharing the information here today, an official spokesperson disclosed that, in Gurugram district, online e-appointments have been further expanded from 100 to 300, while Tatkal e-appointments have been extended from 10 to 60. This decision takes into account the significant volume of property registration work, the role of income, and the paramount interest of the public.

The objective is to alleviate the challenges faced by those seeking to execute property transfer documents, ensuring a smoother and more efficient process.

To ensure the seamless implementation of this decision, all Deputy Commissioners in the state have been directed to communicate this directive to all Sub-Registrars and Joint Sub-Registrars. In addition, information regarding the enhanced e-appointment services will be prominently displayed on notice boards within the Tehsil compounds.

In yet another significant development aimed at streamlining property registration processes, the Haryana Government has granted authority to Sub-Divisional Officers (Civil) and District Revenue Officers (DRO) to undertake property registration work. This decision will further enhance transparency and efficiency in the property registration process, ensuring a smoother experience for citizens.

In yet another significant development aimed at streamlining property registration processes, the Haryana Government has granted authority to Sub-Divisional Officers (Civil) and District Revenue Officers (DRO) to undertake property registration work. This decision will further enhance transparency and efficiency in the property registration process, ensuring a smoother experience for citizens.

Effective immediately, the SDO (Civil) and DRO will be empowered to exercise the functions and responsibilities of sub-registrars and joint sub-registrars. The existing serial numbers of property deeds, presently available in the Tehsil offices of district headquarters, will now be managed and maintained by the SDO (Civil) of the respective district headquarters and the DRO. In addition, serial numbers within Tehsil headquarters of each independent sub-division will continue to be managed by the respective SDO (Civil). At the same time, Sub Tehsil offices where naib tehsildar is independently posted will continue to function as usual.

He said that executants applying for property registration will be given appointment to the sub-registrar or joint sub-registrar of their Sub-District by the appointment system. The system will randomly select officers for appointments, and no choice will be given to the executant seeking registration. All property registration records will be maintained in the registers of the respective Tehsil offices.

Giving details about the infrastructure and manpower, he said that each SDO (Civil) and DRO will be provided with one qualified registration clerk, two data entry operators, and necessary computer equipment with web cameras and SWAN connectivity, similar to what is available in Tehsil offices.

It is important to note that the notification regarding the formation of each Sub-Division as a Sub-District is currently in process. Until the formal notification is issued, the SDO (C) and the DRO will continue to perform the duties of the Registering Officer using the existing serial numbers of deeds, in accordance with sections 17 and 18 of the Registration Act, 1908. Furthermore, all registration records will be maintained at the respective Tehsil Offices until the completion of the Sub-Division to Sub-District transformation.

This progressive move will simplify property registration processes and contribute to greater efficiency, transparency, and accessibility for citizens in property transactions, he added.
