It may appear surprising but interesting to read however the truth is that at present, the Educational Qualification of most of the IPS (Indian Police Service) officers posted on top posts of Police Organization in the State of Haryana is an Engineering Degree i.e. BE / B.Tech (Bachelor of Engineering/Bachelor of Technology).
Hemant Kumar, an Advocate at Punjab and Haryana High Court after collecting official information relating to the educational background of IPS officers currently posted on elite posts in Haryana viz. DGPs/ADGPs/Range I.Gs/Police Commissioners/District SPs told that currently 1990 batch IPS Shatrujeet Singh Kapoor posted as DGP ( HoPF - Head of Police Force) Haryana, 1989 batch IPS Muhammad Akil posted as Director General (DG)/ Prisons, 1991 batch IPS Sanjeev Kumar Jain posted as ADGP/Home Guards, 1992 batch IPS Ajay Singhal posted as ADGP/ State Crime Branch (H), 1993 batch IPS Alok Mittal posted as ADGP/CID and his 1993 batchmate Arshinder Singh Chawla posted as ADGP/ Haryana State Enforcement Bureau (H) with additional charge of ADGP/Telecom-IT are all engineering graduates which is certainly a sheer coincidence. Apart from this, Shrikant Jadhav, IPS of 1994 batch who is currently posted as ADGP, Hisar Police Range also possesses engineering degree.
Hemant even wrote to Union Ministry of Home Affairs (MHA) highlighting prevalence of discrepancy as regard mention of Educational Qualification (EQ) in respect of Jashandeep Randhawa, a 2012 batch Haryana Cadre IPS currently posted as SP, Ambala since in the latest 67th edition of the IPS Civil List 2023 as published by MHA, Randhawa's EQ has been mentioned therein as BCA ( Bachelor of Computer Applications) however in the official Gradation List of IPS officers as published by Home Department of Haryana Government it is rather mentioned therein as B.E. (Bachelor of Engineering) which is however Randhawa's actual EQ.
Hemant further told that there are a total of 22 revenue districts in the State of Haryana, however Hansi sub-division in Hisar district and Dabwali sub-division in Sirsa district have specially been made police districts under provisions of Haryana Police Act, 2007 where IPS or senior HPS (Haryana Police Service) cadre officer is posted as S.P. (Superintendent of Police).
Also there is Police Commissionerate system in four districts of the state - Gurugram, Faridabad, Panchkula and Sonipat where instead of SP rank officer, a senior IPS officer in IG ( Inspector General) or ADGP rank is posted as Commissioner of Police (CP). Currently, CPs of Gurugram viz 1998 batch IPS Vikas Arora and 1999 batch IPS & I.G. of Ambala Police Range Sibash Kabiraj, who also holds additional charge of CP, Panchkula with Headquarters at Ambala and 2004 batch IPS and I.G.of Karnal Police Range Satender Kumar Gupta also possess B.Tech degree.
Similarly, Hemant told that currently in the 11 districts of the State including Police District of Hansi (Hisar), IPS officers posted as SP also have Engineering Degree which include 2012 batch IPS Jashandeep Randhawa posted as SP, Ambala, 2013 batch IPS Aastha Modi posted as SP, Fatehabad, 2013 batch IPS Himanshu Garg posted as SP, Rohtak, 2015 batch IPS and Karnal ( a.k.a. CM City) SP Shashank Kumar Sawan, 2015 batch IPS Mohit Handa posted as SP, Hisar, 2015 batch IPS Narendra Bijarniya posted as SP, Nuh, 2016 batch IPS Maqsood Ahmed posted as SP of Hansi Police District, 2017 batch IPS Varun Singla posted as SP, Bhiwani 2017 batch IPS Nitish Agarwal posted as SP, Mahendragarh, 2017 batch IPS Ajit Singh Shekhawat posted as SP, Panipat and 2017 batch IPS Vikrant Bhushan posted as SP, Sirsa.
All of these 11 district SPs are engineering graduates. Pertinent that Haryana Cadre IPS of 2011 batch Manisha Chaudhary who has been on deputation with Chandigarh Administration since Nov, 2020 & who is currently posted as SSP/Security & Traffic, UT Chd is also holds an engineering degree.
Interestingly, as on date three IPS & all of 2014 batch posted as SPs in three districs are MBBS (Graduate in Medicine) viz Dr. Anshu Singla posted SP, Palwal, Dr. Nitika Gahlaut posted as SP, Charkhi Dadri and Dr. Arpit Jain posted as SP, Jhajjar.
