In a significant breakthrough, the staff of PS Cyber, Shahdara has arrested one cyberfraudster Mr. Stephane @ K Cee Dominic S/o Kouassi R/o New Mahavir Nagar, Tilak Nagar, Delhi Age-29 years(An African National) involved in duping women through fake identity as Korean National settled in U.K and to lure the victims with false promise of personal relationship and business collaboration.
A case vide FIR No. 82/25 dated 24.09.2025 U/s 318(4)/61(2) BNS, PS Cyber Shahdara, Delhi was registered on the complaint of Ms. Anjali alleging therein that she came into contact with one person “Duck Young” through the Hello TalkApp (a language-exchange app that helps users practice languages by chatting with native speakers around the world) who introduced himself as a U.K based Korean jewellery businessman.
After gaining her trust, he claimed that he has arrived at Mumbai Airport but detained by Immigration officers for travelling to India without his medical facility card. Thereafter, she received calls from two Indian mobile numbers where the callers impersonated as them as Immigration officials and demanded money for clearance. Believing them, she transferred Rs. 48,500/- through UPI. Later, another demand of Rs. 2,00,000/- was made, but when she refused, all communications were stopped and numbers deactivated. Hence, the present case was registered and investigation taken up.
Considering the emerging fraud social media app scams, a dedicated team of PS. Cyber Shahdara led by Insp Amit Dhani consisting ASI Anirudh, HC Sandeep, HC Bikas, HC Dharmenderand WHC Manisha was formed under the close supervision of Insp. Vijay Kumar, SHO/PS Cyber, Shahdara and overall valuable guidance of Sh. Mohinder Singh, ACP/Operation Shahdara. The team members worked continuously day in and day out to collect inputs by using technical surveillance. Relevant details were obtained from various Banks, WhatsApp and other social media platforms.
Investigation of CDRs/IPDRs led to arrest of AfricanNational Stephane @ K Cee Dominic from Tilak Nagar, Delhi. A mobile phone used in commission of this offence was recovered from him containing the Hello Talk App with the same fake profile pic which was used to lure the complainant. Upon checking his mobile phone, he was found chatting more than 100 women across India using the same modus operandi where projected himself a Korean National settled in UK and lure the victims with false promise of personal relationship and business collaboration.
KNOW THE ACCUSED: Accused Stephane @ K Cee Dominic is the mastermind behind this cyber fraud. He is a Nigerian national who, in the year 2019 travelled to Ivory Coast (Côte d’Ivoire) to procure a passport as Nigerian citizens were facing difficulties in obtaining an Indian visa. Using this passport, he managed to secure a six months tourist visa and arrived in India in 2019. After the expiry his visa, he continued to reside in India illegally.
Thereafter, he shifted to various places in West Distt. On his arrival in India, he quickly ran out of his savings. In order to survive, he came in contact with certain persons and under their influence indulged in wrongful activities. he created a fake online identity as “Duck Young” (@net_duckyoung) on the Hello Talk App, posing as a Korean national residing in the U.K. Using this identity, he deliberately targeted single women, gained their trust through misrepresentation and cheated them for wrongful gain.
MODUS-OPERANDI:- Mr. Prashant Priya Gautam, IPS, DCP Shahadara Distt, said accused created a fake identity as “Duck Young,” posing as a Korean jewellery businessman residing in the U.K. on Hello Talk App. He targeted single women, gained their trust and falsely claimed his detention at Mumbai Immigration for carrying a large cheque without clearance documents and for not carrying medical facility card . Thereafter, his associates impersonated Immigration officials over phone calls and demanded money for clearance. Believing the false narrative, victims transferred money through UPI.
Further investigation is in progress. The staff involved in this good work is being rewarded suitably.
