CBI RECORDED SAYING , " DIG BHULLAR INSTRUCTING, "8 FADNE NE 8" AND THEN "JINNA DENDA NAL NAL FADI CHAL, OHNU KEHDE 8 KAR DE PURA," CLEARLY DIRECTING HIS MIDDLEMAN TO COLLECT 8 LAKH FROM COMPLAINANT.

The Anti Corruption Cell (ACB) of Central Bureau of Investigation (CBI) reported to have arrested Ropar Range DIG Harcharan Singh Bhullar in a bribery case. Bhullar was arrested after middle man Krishan Kumar nabs, who named Bhullar. He was arrested while accepting a bribe from a scrap dealer in Mandi Gobindgarh. CBI officials have taken Bhullar for further questioning to Sector 30 CBI HQ at Chandigarh.
The CBI arrested Bhullar after receiving a bribery complaint by setting a trap. It has been learned that Bhullar is accused of accepting five lakh rupees per month accepting through middleman Krishan Kumar.
The CBI Team raided premises of DIG Bhullar in Chandigarh and Ropar.
CBI team raided the Kothi of Bhullar in H.No. 1489, Sector 40 . Chandigarh and recovered hug quantity of cash, gold about 1.5 kg and some documents of properties.
Reliably sources said, a written complaint dated 11.10.2025 was received from Sh. Akash Batta, resident of Mandi Gobindgarh, District Fatehgarh Sahib , alleging that Sh. Harcharan Singh Bhullar, DIG, Ropar Range, Punjab Police, had demanded illegal gratification through his middleman Sh. Kirshanu for settling FIR No. 155/2023 PS Sirhind registered against the complainant and for ensuring that no further coercive or adverse police action was taken against his scrap business. The complainant further alleged that DIG Bhullar had been demanding recurring monthly payments, referred to as "sewa-paani", and had threatened to falsely implicate him in business-related criminal cases in case of non-compliance. The said complaint was marked to Sh. Sachin Singh, Sub Inspector, CBI ACB, Chandigarh for verification.
The verification revealed that DIG Harcharan Singh Bhullar, Ropar Range, Punjab Police, through his aide/middleman Kirshanu, demanded 8 lakh from complainant Akash Batta for "settling" FIR No. 155/2023 and ensuring no further police action against his scrap business.
During the verification on 11.10.2025 at Sector 9-D Market, Chandigarh, a recorded WhatsApp call from middleman Kirshanu to the public servant captured DIG Bhullar instructing, "8 fadne ne 8" and then "Jinna denda nal nal fadi chal, ohnu kehde 8 kar de pura," clearly directing his middleman to collect 8 lakh from complainant.
During the verification on 11.10.2025 at Sector 9-D Market, Chandigarh, a recorded WhatsApp call from middleman Kirshanu to the public servant captured DIG Bhullar instructing, "8 fadne ne 8" and then "Jinna denda nal nal fadi chal, ohnu kehde 8 kar de pura," clearly directing his middleman to collect 8 lakh from complainant.
The middleman Kirshanu later told the complainant. "Edda kehna pata ki hai... kehnda hai August da ni aaya, September da ni aaya," implying DIG Sh. HS Bhullar demanding monthly bribe also. The conversation corroborated the complainant's version. and mobile number 78377-73777, used in the call, was verified as registered to DIG Bhullar. The verification conclusively substantiated a clear demand and agreement for illegal gratification.
The complaint dated 11.10.2025 and subsequent verification report dated 15.10.2025 prima facie disclose the commission of offences punishable under Section 61(2) of the Bharatiya Nyaya Sanhita, 2023 and Sections 7 and 7A of the Prevention of Corruption Act, 1988 (as amended in 2018) against Sh. H.S. Bhullar, DIG, Ropar Range, Punjab Police, and his associate/ middleman Sh. Kirshanu (private person).
It has been revealed that the said officer, through his associate, demanded and agreed to accept illegal gratification of ₹8,00,000/- from the complainant Sh. Akash Batta, both for settling FIR No. 155/2023 pending against him and as recurring monthly payments to allow him to continue his scrap dealing business without police interference.
Accordingly, a regular case has been registered and entrusted to Sh. Sonal Mishra, Inspector, CBI, ACB, Chandigarh, for investigation.
