Ritu Garg, Legal Remembrancer cum Administrative Secretary to the Govt. of Haryana, Law and Legislative Department., Shri Vijay Singh Dahiya, IAS, Commissioner & Secretary to Government of Haryana, Printing & Stationery Department., Shri Vivek Padam Singh, IAS, Controller cum Special Secretary to Govt of Haryana, Printing and Stationery Department., Justice H.S. Bhalla (Retd.) Chairperson, Haryana State Law Commission,  Advocate . Hemant Kumar of Punjab and Haryana High Court, questions haryana law & legislative deptt over publication of hindi translation of 5 haryana amendment acts after 58, 52, 51 & 48 years of their enactment.

Advocate Hemant Kumar, in a memandum cum Public Representation pertaining to publication of Hindi Translation of total 5 number of Haryana Amendment Acts with respect to 4 different years viz. 1967, 1973, 1974 and 1977 as mandated under provisions of Haryana Official Language Act, 1969 in State Government Gazette Extraordinary dated 13 & 14 October 2025 after a long gap of 58 years, 52 years, 51 years and 48 years respectively ever since they got published in English language as Acts of Haryana Legislative Assembly.  

This Memorandum cum Public Representation is being sent by the undersigned as a public spirited individual purely in societal interest so as to uphold the majesty and sanctity of Haryana Official Language Act, 1968 (Haryana Act No. 17 of 1969) as amended till date. 

Recently, on 13 and 14 October 2025, vide Five different Notifications published in Haryana Government Gazette Extraordinary by Law and Legislative Department of Haryana Government and which bear the seal and signature stamp of Smt. Ritu Garg, Administrative Secretary to Govt. Haryana, Law and Legislative Department, Hindi Translation of five Haryana Amendment Acts viz. Land Acquisition (Haryana Amendment) Act, 1967 (Haryana Act No. 8 of 1967), Indian Forest (Second Haryana Amendment) Act, 1973 (Haryana Act No. 31 of 1973), Registration (Haryana Amendment) Act, 1973 (Haryana Act. No 36 of 1973), Societies Registration (Haryana Amendment) Act, 1974 (Haryana Act No. 23 of 1974), Motor Vehicle (Haryana Amendment) Act, 1977 (Haryana Act No. 15 of 1977) have been published. 

It is also mentioned on all the aforementioned five Amendment Acts that they got the assent of the Hon’ble Governor of Haryana only earlier this month on 5 October 2025. 

Further, it is also noteworthy to mention here that out of the aforementioned five number of Haryana Amendment Acts, in respect of two viz. the principal Act viz. Land Acquisition Act, 1894 ( 1 of 1894) was already repealed by Parliament of India via enactment of THE RIGHT TO FAIR COMPENSATION AND TRANSPARENCY IN LAND ACQUISITION, REHABILITATION AND RESETTLEMENT ACT, 2013 (Act No. 30 of 2013) and Societies Registration Act,1860 ( 21 of 1860) was repealed in respect of State of Haryana by Haryana Vidhan Sabha via enactment of THE HARYANA REGISTRATION AND REGULATION OF SOCIETIES ACT, 2012 (Haryana Act No. 1 of 2012)  

Be that as it may, the undersigned seriously wonders and fails to comprehend over why it took a long time of 58 years, 52 years, 51 years and 48 years respectively for publication of Hindi Translation in respect of five number of Haryana Amendment Acts as mentioned hereinbefore and which is nevertheless mandatory under provisions of Haryana Official Language Act, 1969. 

Pertinent to mention that in routine course, the Hindi Translation of Acts/Amendment Acts of Haryana Legislative Assembly under provisions of Haryana Official Language Act, 1969. is however done by the Law and Legislative Department of Haryana Government within weeks and if not within weeks then few months from the date of publication of such Acts/Amendment Acts as enacted by the Haryana Legislative Assembly.
