DELHI POLICE ARRESTED AN IMPOSTER FOR PREPARING FAKE LETTERS USING OFFICIAL LETTER HEAD OF CMO

ACCUSED TARGETS THE VULNERABLE PEOPLE SEEKING TREATEMNT IN PRIVATE HOSPITAL BUT UNABLE TO AFFORD THE TREATMENT, GAVE LETTERS TO SUCH PEOPLE IN THE NAME OF PRIVATE HOSPITAL FOR FREE TREATMENT UNDER EWS CATEGORY, ALSO IMPERSONATE HIMSELF AS AN OFFICIAL OF CM OFFICE AND USED HIS FAKE IDENTITY IN CALLING THE HOSPITAL AUTHORITIES, HE ALSO USED FAKE NUMBER PLATE IN HIS MOTORCYCLE, SEVERAL FAKE LETTERS ON THE LETTER HEAD OF CM OFFICE HAVE BEEN RECOVERED.

Sh. S.C. Vashishtha, OSD to CM/Delhi gave a complaint at Police Station Civil Lines that the hospital authorities of Maharaja Agrasen Hospital, Delhi sent a letter on the official mail ID of CM/Delhi to get confirmation about a letter head bearing the signatures of Anil Aggarwal, Officer-Incharge, CM Office, Delhi used for the treatment of a patient namely Shyam Shankar in Maharaja Agrasen Hospital.

The hospital management also received a phone call from a suspected mobile number and the caller introduced himself as Balbir Singh Rathee, an official of CM Office/Delhi and he directed the hospital authorities for the treatment of above patient under EWS category. Since the letter of CM Office/Delhi was having spelling mistakes, different font size and no alignment, the hospital authorities got suspicious and to get confirmation about the authenticity of the letter, they sent this mail.

The OSD to CM/Delhi alleged in the complaint that someone has fraudulently produced the above fake/forged letter using the official letter head of Hon’ble CM Office with fake signatures of Officer Incharge of CM Office. Subsequently, a case vide FIR No. 472/2025 u/s 318(2)/336(2)/340(2)/ /3(5) BNS was registered at Police Station Civil Lines, Delhi and investigation was taken up.

Considering the gravity of the case, a dedicated team comprising Inspr. Jitender Rana Inspr. Investigation/PS Civil Lines, SI Nitin, Ct. Vinay Sehrawat was constituted under the leadership of Inspr. Hanumant Singh SHO/Civil Lines and guidance of Sh. Vikas Meena IPS, ACP/Civil Lines to nab the culprit.

During investigation, the patient Shyam Shankar was questioned about the letter issued from CM Office who told that his wife Anju got this letter from a person named Sonu. The CDR and CAF details of suspected mobile number were obtained and it was revealed that the mobile number was registered in the name of Sonu and an alternate mobile number was also found in records of service provider. In both the mobile numbers, the address was of Jhajjar, Haryana.

Mr. Raja Banthia, IPS,Dy. Commissioner of Police, North District, DelhiDuring further interrogation, accused Sonu also disclosed that he used his motorcycle with fake number plate so that nobody could track his whereabouts. The original letter of the CM office has been recovered from the possession of the accused Sonu. On the basis of his disclosure, section 319(2) BNS was also added in the present case.

Further, technical surveillance was mounted. Both the mobile numbers were found active and the location was found in the area of Karol Bagh, Delhi. On local enquiry, it was revealed that the user of these mobile numbers works in MCD Office, Karol Bagh Zone. On 29.10.2025, the police team conducted a raid in MCD Office, Karol Bagh Zone to apprehend Sonu but he managed to escape from there leaving behind his bag and motorcycle. On checking of his bag, one fake MCD Identity Card, several letters on the official letter head of Hon’ble CM/Delhi office were recovered. The same were taken into police custody.

Further, with the help of technical surveillance, the location of both the mobile numbers was found in Double Storey, Tagore Garden, Delhi. Secret sources were deployed and local intelligence was gathered by the police team and finally after continuous efforts of the police team, on 30.10.2025, the police team apprehended accused Sonu from the area of A Block, Double Storey, Tagore Garden, Delhi. The mobile phone of the accused Sonu was checked in which two more mobile numbers were found active in his mobile phone.

INTERROGATION: Accused Sonu was subjected to sustained interrogation in which he disclosed that he works as a Mali on contract basis in MCD Office, Karol Bagh Zone. Few months before, he found a letter of CM Office/Delhi in Dak of MCD office. The stole it and prepared fake/forged blank letters using the letter head of CM House to earn easy money. He used to target the patients who were unable to afford treatment in private hospitals. He induced them to get treatment in private hospital under EWS category. He gave them fake letters prepared on the letter head of CM Office/Delhi addressed to different private hospitals with the direction to provide free treatment to the patient. In return, he took Rs. 5000 from every patient. He further disclosed that he impersonate himself as Balbir Singh Rathee, an official of CM House.

MODUS OPERANDI: The accused used to roam outside private hospitals in search of the vulnerable patients who are unable to afford treatment in private hospital. He lured them into a deal stating that he will arrange a letter from CM office, for free treatment for Rs. 5000. After the deal is made, he used google translate to put the details of the patient in the fake letter.

Apart from the fake letters, the accused person often made calls to Hospital Administrations, directing them to provide free treatment by obtaining their phone numbers from Google.

RECOVERY:  One Mobile Phone having two SIM cards. Both of these numbers were used for the purpose of impersonation.,  One Original letter on the letter head of CM office, bearing the signature of Anil Agrawal, Officer-Incharge., One Office Bag containing multiple fake letters of the CM Camp office, One fake MCD ID-Card,  One fake Haryana Government ID-Card,One Motorcycle with fake/tempered registration plate

KNOW THE ACCUSED: Accused Sonu aged 27 years s/o Azad is presently residing in a rented house, Double Storey, Tagore Garden, Delhi was born and brought up in Badli, Jhajjar, Haryana. After the death of his father in 1999, he left school. Earlier, he worked as Mali/Chowkidar in Nagar Palika, Bahadurgarh, Haryana for 5 years. In the year 2023, he moved to Delhi in search of job. Soon, he was hired by a private company and he started working as a Mali in MCD on contractual basis.
