A team of ARSC, Crime Branch, led by Insp. Man Singh, Insp. Kuldeep Sharama, Insp. Arvind Singh, Insp. Sunder Gautam, Insp. Deepak Dahiya has arrested four desperate foreign made illegal arms traffickers namely  Mandeep Singh S/o Amarjit Singh R/o Dr. Ambedkar Nagar, garha road, Phillaur, Jalandhar,Age- 38 Years, Dalvinder Kumar S/o Surinder Pal R/o Vill. Atti, District Jalandhar, Punjab, Age- 34 Years , Rohan Tomar S/o Rakesh Kumar R/o Village- Lahudda, Badot, Baghpat, UP, Age - 30 Years, Ajay @ Monu S/o Vijayapal Singh R/o Village- Bawali, Tehsil- Badaut, District- Baghpat, UP, Age-37 Years. 

In a major operation against organized crime syndicates, the Crime Branch of Delhi Police has busted a cross-border Pakistan secret agency-ISI backed, arms trafficking module inked with Sonu Khatri @ Rajesh Kumar gang and has arrested four key operatives of the syndicate.

On 19.11.2025, ARSC Crime Branch received credible intelligence regarding cross-border arms traffickers module found involved in supplying sophisticated illegal weapons in Delhi/NCR. A subsequent specific input revealed that interstate traffickers would arrive in Rohini to deliver arms.

Thereafter a raiding party was constituted led by Insp. Man Singh, Insp. Sunder Gautam under supervision of Sh. Sanjay Nagpal, ACP ARSC, Crime Branch and under overall supervision of DCP Sh. Sanjeev Kumar Yadav.

Acting swiftly, a strategic trap was laid near Khatu Shyam temple, road towards Bawana, Sector-28, Rohini, Delhi. The team discreetly kept surveillance at the spot. In the meanwhile, a white Swift Dzire arrived at the spot, matching the informer’s description. On interception, the team apprehended two suspects. A thorough search of the vehicle led to a significant discovery.

DUFFLE BAG HIDDEN INSIDE THE SPEAKER BOX found containing 8 high-quality, foreign-made semi-automatic pistols and 84 live cartridges (0.30 bore).

Both individuals  from Punjab namely Mandeep Singh and Dalvinder Kumar reveals that they linked with foreign based handlers and supplied weapons to various gangs and others across India on their directions. The two were arrested in FIR No. 340/25 dated 20.11.2025, u/s 25 & 25 (8) Arms Act, PS Crime Branch, Delhi. At the instance of arrested accused persons two key intermediaries of gang were arrested namely Rohan Tomar S/o Rakesh Kumar R/o Village- Lahudda, Badot, Baghpat, UP, Age - 30 Years (2) Ajay @ Monu S/o Vijayapal Singh R/o Village- Bawali, Tehsil- Badaut, District- Baghpat, UP, Age-37 Years. Thereafter, 2 semi-automatic pistols and 8 live cartridges were recovered at their instance.

MODUS OPERANDI:  This module was involved in smuggling of weapons from across the international border using drones. Investigation revealed that traffickers based in Pakistan deploy customised commercial drones to drop arms, ammunition and other contraband items near vulnerable stretches of the border, primarily during late-night hours to avoid detection. These drones typically fly at low altitude to evade radar and carry small but high-value payloads.

The consignments are dropped at pre-selected GPS locations close to the border fence, where receivers on the Indian side, usually local criminals or drug/arms traffickers retrieved the material. The handlers coordinate the drop through encrypted communication platforms and frequently change locations and timings to avoid pattern detection.

Mr. Sanjeev Kumar Yadav,  IPSm, Dy. Commissioner of Police, Crime Branch, said, the  network relies on local collaborators who monitor police movement, facilitate quick pickups, and transport the consignment to safe houses. Payments are routed through hawala channels or proxy accounts to maintain anonymity. The same groups are often found to be involved in trafficking, illegal arms supply, and other organised crime activities.

Mr. Sanjeev Kumar Yadav,  IPSm, Dy. The same groups are often found to be involved in trafficking, illegal arms supply, and other organised crime activities.

They used to wrap the weapons in corus carbon papers so that they could not be intercepted on checking. Accused Mandeep and Dalvinder are friends since childhood and they live in same village. A few years ago, they came in contact with one Jaspreet @ Jas and subsequently joined an arms trafficking module. Jaspreet @ Jas is an active member of the notorious gangster Sonu Khatri @ Rajesh Kumar’s who is presently based in USA.

Jaspreet @ Jas is linked with ISI-backed arms suppliers. Mandeep @ Peeta and Dalvinder used to pick up consignments from different locations in Punjab as per Jaspreet @ Jas’s directions and deliver them to various receivers across India. On 19.11.2025, Mandeep @ Peeta and Dalvinder came to Delhi to deliver the consignment of the recovered arms in the Rohini area of Delhi.

PROFILE OF ACCUSED MANDEEP SINGH @ MANPREET @ PITA: - Mandeep Singh was born in Village Lalpur, Garhshankar, District Hoshiarpur, Punjab. His father, who worked as a mason, passed away in 2010 due to cancer. He has one sister namely Aman Kaur and younger brother namely Amanjot. The family later shifted to Dr. Ambedkar Nagar, Phillaur, Jalandhar. His grandfather had retired as an SI from Punjab Police. In 2011, he got married to Heena and had a daughter namely Navleen Kaur. He was found involved in criminal cases such as murder, attempt to murder, Gangster’s Act and other heinous cases. In 2023, he was arrested in 2 NDPS cases and after coming out of jail started trafficking of illegal arms. Mandeep @ Pita used to hide his original identity and arrested in different cases with different name/identity.

PROFILE OF ACCUSED DALVINDER:  Dalvinder Kumar was born in 1991 in village Aatti, Phillaur. Around 11 years ago, he went to Dubai for labour work but returned after failing to secure stable employment. He married to Ramandeep Kaur of village Lidian in 2015, have a daughter, Kiraath. Due to financial constraints, he took up small labour jobs.

PROFILE OF ACCUSED ROHAN: Rohan was born in 1996 in his native village. He studies upto 12th class. He is unmarried. Due to peer group influence he came into contact of gangster Anil Baliyan (gangster Sanjeev Jeeva group) and started arms trafficking for his gang. He supplied illegal arms and ammunition to the members of Gogi gang, Bhau gang and Kapil Sangwan @ Nandu gang in the area of Delhi, Haryana and UP. He earned substantial money by supplying illegal arms and ammunition and started working as a private contractor using illicit money and muscle power of his gang.

In November, 2024, he was arrested in a case of attempt to murder and arms act leads to recovery of 17 sophisticated weapons with 700 live cartridges from his car. He is also found associated with foreign based arms module and used to supply sophisticated highend arms to different gangs in Delhi/NCR.

PROFILE OF ACCUSED AJAY @ MONU: Ajay @ Monu was born in 1988 in his native village. He studies upto 7th class. Due to peer group influence he came into contact of gangster Anil Baliyan (gangster Sanjeev Jeeva group) and started arms trafficking for his gang. He supplied illegal arms and ammunition to the members of Gogi gang, Bhau gang and Kapil Sangwan @ Nandu gang in the area of Delhi, Haryana and UP. He earned substantial money by supplying illegal arms and ammunition and started working as a private contractor using illicit money and muscle power of his gang. He was previously arrested in 2 cases of theft. He is also found associated with foreign based arms module and used to supply sophisticated high-end arms to different gangs in Delhi/NCR.

PROFILE OF SONU KHATRI:  Sonu Khatri @ Rajesh Kumar is a Punjab-USA based gangster who fled from India in 2021 and as per latest intelligence inputs he is presently in USA. A RCN (Red Corner Notice) has been issued against him. He is found involved in about 45 criminal cases including attempt to murder, extortion, NDPS Act, Explosive Act and other heinous cases. Jaspreet @ Jas is a close associate of Rajesh Khatri @ Sonu Kumar and used to procure arms/drugs from Pakistan, delivered in secluded border areas using drones. When Jaspreet @ Jas came into radar of law enforcement agencies, he fled from India. This gang is backed by Pakistani secret agency ISI.

RECOVERY:  3 semi-automatic pistols i.e., PX- 5.7, Made in TURKIYE., 5 semi-automatic pistols i.e. PX3, Made in China.  2 semi-automatic pistols i.e. (0.30 & 0.32)  88 live cartridges (0.30 bore). 04 live cartridges (0.32)Swift Dzire (PB 37 H 8306).
