In a major breakthrough, the Anti-Immigration Fraud Unit of Panchkula Police has arrested two real brothers, identified as Vipul Goyal and Tarun Goyal, for allegedly duping a man of ₹35 lakh by impersonating a Deputy Superintendent of Police (DSP) and promising to secure a government CCTV tender. The police have also recovered part of the defrauded amount and a fake DSP uniform of Haryana Police from their possession.
ACP Vikram Nehra stated that a complaint was received from Yogesh, a resident of Panipat. According to the complaint, in 2014, Tarun Goyal introduced his brother Vipul Goyal to Yogesh, claiming that Vipul had been appointed as a DSP. To gain trust, Vipul frequently met the complainant dressed in a police uniform.
The accused lured the victim with the promise of securing a government tender for installing CCTV cameras. Trusting them, the victim handed over ₹15 lakh in cash in February 2017 at Sector-6, Panchkula. Subsequently, the accused extracted a total of ₹35 lakh through multiple bank transactions and cash payments.
The complainant further stated that from 2017 to 2022, despite repeated assurances, no tender was provided. When he demanded his money back, the accused kept delaying. Under pressure in June 2023, they returned only ₹1.96 lakh and later cut off all contact. Upon verification, it was revealed that Vipul Goyal was not a police officer.
DCP Panchkula Srishti Gupta informed that based on the complaint, a case was registered on September 11, 2025, at Police Station Sector-7 under Sections 171, 406, 419, and 420 of the Indian Penal Code.
Under the leadership of Inspector Yogvindra Singh, in-charge of the Anti-Immigration Fraud Unit, and with the efforts of Investigating Officer ASI Gurbachan Singh and the team, both accused were arrested on March 28. They were produced in court on March 29 and a three-day police remand was obtained.
During remand, the fake DSP uniform used in the crime and part of the defrauded money were recovered. After completion of remand today, both accused have been sent to judicial custody. Police are now working to identify and arrest other associates involved in the case.
