OBC RESERVATION IMPLEMENTATION FORUM ISSUES FINAL ULTIMATUM TO PU OVER 19-YEAR DENIAL OF OBC RESERVATION

The OBC Rights Implementation Forum (OBCRIF) has issued a scathing final notice to Panjab University (PU) Vice Chancellor Prof. Renu Vig and key constitutional authorities, demanding immediate implementation of 27% reservation for Other Backward Classes (OBCs) in admissions and recruitments. This comes after 19 years of systemic exclusion despite legal mandates under the Central Educational Institutions (Reservation in Admission) Act, 2006, The Central Educational Institutions (Reservation in Teachers' Cadre) Act, 2019, and the Punjab Scheduled Castes and Backward Classes Act, 2006.

Key Allegations & Demands

1. Deliberate Constitutional Violations: - PU has granted 15% and 7.5% reservations for SC/ST communities since 2008 but provided 0% reservation in employment and a mere 5% in admissions for OBCs, defying both central
(27%) and state (12% jobs/10% admissions) norms.

Over 1,00,000 OBC students have been denied admissions, and 1,452 job opportunities
(1,080 non-teaching, 372 teaching posts) remain unlawfully inaccessible since 2006.

2. Final Notice Ignored: On April 28, 2025, thousands of OBC protesters gathered at PU’s main gate, issuing a 10-day ltimatum (expired May 9) for compliance. The protest was paused due to India-Pakistan tensions but will resume with intensified force if no action is taken within 7 days (by May 22, 2025).

3. Recent Provocations:
- PU has proceeded with 2023–2024 recruitment interviews and 2025–26 admissions without OBC quotas, exacerbating the community’s frustration.  

The forum cites violations of Articles 15(4) and 16(4) of the Constitution and urges authorities to hold PU accountable for “misusing administrative powers to inflict grave injury on OBC rights which is punishable under various sections of IPC and BNS of India.

S. Balwinder Singh Multani, President, OBCRIF, stated: “Panjab University’s discrimination is not just illegal but morally indefensible. For 19 years, OBC students and job-seekers have been robbed of their rightful opportunities. If PU fails to act within 7 days, we will launch India’s largest OBC mobilization, and the administration alone will bear responsibility for any unrest.”

Sh. L. R. Budania, Secretary Incharge, OBCRIF, added: “This is a fight for dignity. We will not relent until PU ends its apartheid against OBCs.”
